BRIEF DESCRIPTION:
Providing technical and analytic support for Headquarters Air Force Space Command/Civil Engineer Division (HQ AFSPC) for the development of command-wide energy and infrastructure resilience projects and programs for mission assurance of AFSPC requirements. As the Mechanical Engineer/Task Lead will coordinate with the client to obtain and clarify contract requirements and be responsible for the daily control and supervision of contractor's employees.

Clearance Level: an active Secret clearance
Certification Requirement: Uptime Institute® certified, as either an accredited Tier Designer or Tier Specialist or willing to obtain said certification scheduled at start of contract
Certified Professional Engineer (P.E.) preferred
Location : On-site at Peterson AFB
Essential Duties & Responsibilities:
As the Mechanical Engineer/Task Lead supporting the AFCEC, the ideal candidate will be responsible for the following action items:
Assists AFSPC in managing critical infrastructure assessments, developing 10-15 new plans annually and subsequently provide written recommendations to programming documents to upgrade over 70 critical infrastructure systems around the world. Assist AFSPC/A4C in measuring and tracking critical infrastructure readiness via new Mission Essential Tasks (METs) for each weapon system. Provide technical support in the areas of project programming, cost estimating, mission assurance, infrastructure readiness and investigatory services, budgetary support, and planning. Support the Command organizational structure by gathering and/or compiling of information for leadership and supporting ad hoc and weekly meetings. Provide Mechanical expertise in developing policy and guidance to standardize mechanical infrastructure resilience and reliability designs/projects for Mission Assurance of AFSPC mission systems. Develop the WSI design standard and critical infrastructure resilience standard to meet Uptime Institute® Tier ratings as identified by the AFSPC Commander and the HQ AFSPC/A4C staff. Comply with all mandatory Air Force Instructions (AFI), Unified Facilities Criteria (UFC), Federal, State, and local laws. Possess working knowledge on Mission Assurance Assessments and METs development and assist AFSPC/A4C in developing Playbooks associated with each MET. Understand the Air Force civil engineer project programming process in accordance with AFI 32-1032 and AFI 32-1021.Assist AFSPC/A4C in reviewing assessments, both unclassified and classified, contacting external customers and engineering technical personnel, working with mission users to define requirements, and programming infrastructure resiliency projects to meet AFSPC Mission Assurance and Energy resilience requirements. Track, analyze, and support development of Command Mission Assurance programming strategies/positions for AFSPC critical assets and directorates. Provide recommendations on Command Infrastructure priorities to the AFSPC Commander for funding and execution priorities. Respond to project validation inquires pertaining to the infrastructure resilience projects during the AFCAMP IPL development process. Maintain understanding of government-furnished database management systems in support of project development (e.g. ACES-PM and TRIRIGA®). Support development and presentation of briefings for planned and programmed infrastructure resiliency projects for HQ AFSPC to submit to Headquarters Air Force (HAF), Air Force Installation and Mission Support Center (AFIMSC), and/or the Air Force Civil Engineer Center (AFCEC) and up to OSD. Generate and update folders containing read-aheads and supporting materials for HQ AFSPC senior leadership. Provide expert advice to all AFSPC CE Squadrons to develop and program multi-year comprehensive solutions to complex infrastructure and Mission Assurance challenges. Education and Experience:
Master's degree in Mechanical Engineering required, PE desired. Master's degree may be substituted with a Bachelor's in Mechanical Engineering additional 6 years of relevant experience. Uptime Institute® Tier Specialist (Professional level) certification required to be scheduled at contract start date. 10+ years of experience providing operational oversight for engineering projects, working on a Headquarters Staff supporting engineering policy development and strategy, and planning for or sustaining a critical operational facility similar to the Space Based Infrared System Mission (SBIRS) Control Station or Cheyenne Mountain. Knowledge of Air Force civil engineer project programming, utilization of engineering solutions as it applies to ground-based space support infrastructures, as well as the ability to understand engineering plans and designs that would be used to develop future programs in support and enhancement the AFSPC mission is required. Must be proficient with Microsoft database and spreadsheet tools. Understanding of all mandatory Air Force Instructions (AFI), Unified Facilities Criteria (UFC), Federal, State, and local laws. Strong written and verbal communication skills. Be able to multi-task in a tight deadline mission critical environment Able to converse effectively both orally and in writing up and down the chains of command
