Duties

This position is located in the Office of Administration (ADM), Division of Facilities and Security (DFS), Multimedia, Graphics, Storage and Distribution Branch (MGSDB).

The Multimedia Specialist plans, manages, and delivers Audio Visual (AV), and web streaming services related to the mission of the agency. The Multimedia Specialist supports media production needs of the organization by determining requirements for new and existing broadcast media products. The Multimedia Specialist also serves as Contracting Officer Representative (COR) for various contracts in support of the Agency's multimedia requirements. Also, manages all facets of multimedia operations to include, but not limited to, planning, budgeting, production, and marketing.

Qualifications

In addition to the basic requirements, to qualify for this position you must have at least one year of SPECIALIZED EXPERIENCE at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience that demonstrates the ability to develop, plan, organize, execute and manage significant audio visual and multimedia services for programs, activities, projects, and/or events, including budgeting, contracting, and administering a broad range of multimedia policies.

The ideal candidate will be able to demonstrate the following:

1. Knowledge in developing, planning, organizing, executing and managing significant audio visual and multimedia services for programs, activities, projects, and/or events, including related budget, contracts, and administrative policies and procedures, to ensure the quality, timeliness, effectiveness and efficiency of customer service and service delivery.
(EXAMPLE: Describe specific education, work experience and developmental assignments which demonstrate knowledge to develop, plan, organize, execute and manage significant audio visual and multimedia services for a federal agency, organization or business entity. Describe the types and scope of audio visual and multimedia services provided and the types, scope and complexity of programs, services, activities, events, and/or projects you planned, executed or managed, including developing milestones and monitoring the status of the work. Provide specific example(s) that demonstrate your ability to manage and complete a significant number of AV and multimedia services with competing priorities and deadlines.)

2. Demonstrated ability to establish and maintain effective work relationships with individuals at all levels, both within and outside the parent organization, to achieve cooperation and consensus among parties with diverse views, goals and objectives and build coalitions.
(Example: Describe the various types and levels of individuals you routinely interact with in developing, planning, organizing, executing and managing AV and multimedia services for a federal agency, organization or business entity. Provide specific examples of your success in building coalitions to establish and maintain effective work relationships to achieve consensus amongst parties with diverse views, goals, and objectives. Provide specific examples which required you to use tact, diplomacy, negotiation, conflict resolution, and/or mediation skills to achieve cooperation and consensus.)

3. Demonstrated ability to communicate information, ideas, guidance, recommendations, and positions in a clear concise, logical and objective manner, both orally and in writing, to internal and external stakeholders.
(Example: Describe specific education, training and experience that demonstrate ability to prepare written documents (i.e., project assessments, contract modifications, statements of work, justification memoranda, and information documents, project plans) on AV and multimedia-related topics in a clear, concise, logical and objective manner. Describe specific education, training and experience that demonstrate your ability to make presentations and conduct meetings and formal and informal briefings on AV and multimedia-related topics to internal and external stakeholders.)

4. Knowledge to effectively manage AV and multimedia programs, events, activities, projects, or contracts using computers, data management systems, automated workflow applications and associated software.
(Example: Describe specific work education, training and experience which demonstrate your ability to use, oversee and manage computer-based applications including databases, spreadsheets, data management systems, automated workflow systems, and associated software, to effectively manage AV and multimedia services for programs, activities, events, projects, and/or contracts.)

The U.S. Nuclear Regulatory Commission (NRC) is an independent agency that was established by the Energy Reorganization Act of 1974 and began operations in 1975. NRC’s mission is to license and regulate the Nation’s civilian use of radioactive materials to provide reasonable assurance of adequate protection of public health and safety and to promote the common defense and security and to protect the environment.
