DESCRIPTION OF DUTIES:
Responsible for comprehensive leadership, management and oversight of Navy cost analysis and integrated program management contracts in the Mid-Atlantic region. Acts as the central point of contact with the Government for all contract-level issues while working collaboratively with business development to capture new business.
Help identify, capture, and manage performance on current contract task orders that involve providing government program management support over the entire spectrum of Navy programs. The successful candidate will be MCR's primary subject matter expert interface with program offices, as well as, MCR's lead in selecting and then providing management and technical direction to program personnel throughout the capture lifecycle.
The candidate will be program manager for any new prime contracts captured in the Mid-Atlantic and responsible for all aspects of program performance: (1) Meeting program performance goals (i.e., technical, contractual, administrative, financial); (2) Managing all aspects of program activity; (3) Providing technical and financial reports to demonstrate progress to corporate management and customers; (4) Maintaining program office and stakeholder contacts to ensure conformity to all contractual obligations; (5) Proactively identifying future requirements and assigning Task Order leads; and (6) Developing, maintaining, and implementing a Program Management Plan that guides the performance of all functional activities performed on the Program. In addition, the successful applicant will learn and then convey MCR's Integrated Program Management core competencies to win new or expand existing task orders.
This hands-on team lead will require in-depth understanding of System Level Cost Analysis, Total Ownership Cost Modeling, Program Cost Reduction, Design-based Affordability, and Should Cost Analysis. Tasks will include providing oversight of as well as executing at a senior level program cost research, program cost risk analysis, and cost estimations across multiple major DoD acquisition programs.

BASIC QUALIFICATIONS:
Bachelor's Degree in quantitative discipline.
15+ years of experience in Program Management/Cost Estimation and Analysis.
Exposure with Agile Cost Estimation.
At least five (5) years of program management experience.
Experience conducting cost research.
Ability to conduct risk analysis mandatory.
Experience estimating major DoD acquisition programs mandatory.
ICEAA or AACEI certifications required.
US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain DoD Clearance requirements.

PREFERRED QUALIFICATIONS:
DoD/Navy experience preferred.
Experience managing teams of analysts.
Contract/team management.
PMP certification
Interfacing with/presenting to senior government officials.
Experience developing/delivering Just-in-Time training.
Master's Degree in quantitative discipline is desired.
Candidate should have experience with the following software tools/applications/methodologies - Business intelligence tools, parametric models, JIT training, ACEIT, COCOMO II, SEER, TruePlanning, VAMOSC.
