Overview
Mission/ Directive:
Quantum is currently seeking a qualified Logistics Analyst to serve in support of the Operational Contract Support branch which assists the Army in determining contingency planning execution and concepts. This position will also provide conditions and trends, develop solutions, and initiate / direct actions related to future OCS policy and practice.
Serve as the Logistics Analyst providing the Army and Joint Warfighter with premier logistics support to the Office of the Deputy Chief of Staff, G-4 (HQDA G-4). This position shall support the G-4’s efforts in the areas of Operational Contract Support (OCS), the Logistics Civil Augmentation Program (LOGCAP), Army Pre-positioned Stocks (APS), War Reserve Secondary Items (WRSI) and Operational Project Stocks (OPROJ). The successful candidate will be required to anticipate and translate the vision and direction of General Officers and Senior Executive Service officials into documents and briefings which can then be used to communicate the results of analysis and operations to members of the Army Secretariat and the Office of the Secretary of Defense, as well as members of the U.S. Congress and their staffs.
Responsibilities
This position is located at the Pentagon. The Logistics Analyst will interface between G-45/7 Contingency Operations, HQDA G-4 Directorates, and Defense organizations worldwide. Key responsibilities include (but are not limited to): The analyst will leverage the institutional knowledge, access to data sources (SIPR and NIPR), and awareness of G-4 and G45/7 priorities that these groups provide. The successful analyst must have excellent communications and interpersonal skills as he/she will be required to assist the Government staff in developing and maintaining long distance, international relationships with allied ad coalition programs such as the British Contracted Logistics (ConLog) and Contractors on Deployed Operations (CONDO) programs and the Canadian Civil augmentation Program (CANCAP) as well as other U.S. government agencies and commercial entities.
The Analyst must demonstrate an in-depth knowledge of OCS to include LOGCAP program management and execution and be able to perform high-level analysis. Experience in contingency planning execution and concepts is required. The Analyst will interface with the LOGCAP program management office to provide recommended answer to Army and Joint Staff Senior Leader Requests for Information (RFI). The Analyst will be required to analyze results of data from LOGCAP current and past operations support for input to information papers and briefings, and to assist in Congressional and Auditing agency inquiries and policy maintenance. The Analyst will document and track progress on publication development and revision including policy and practice for APS and OCS. The Analyst will also prepare, analyze and brief current operations and conduct quality control analysis. Additional responsibilities will include conducting research and analysis for development of future OCS policy and practice.
The Analyst will support development of Joint concepts for OCS through research and analysis of available data from all sources; interface with OSD and joint Staff and Army Secretariat staff to recommend solutions to OCS policy for 2020 and beyond. The Analyst will provide analysis of multi-national program support services to current operations (e.g., CANCAP). And the Analyst will be required to meet surge demands and emergence and unplanned over-and-above tasking (e.g. overtime).

Active Secret clearance required; Top Secret preferred

This position requires an individual with 5+ years of experience at least 2 years must be specialized experience in OCS or its foreign equivalent at an Army Service Component Command level or higher.

Must be able to communicate effectively with team members and government personnel
Strong work ethic and ability to multi-task/manage multiple priorities.
HQDA experience and be familiar with the Army and/or Joint Staff, Major Army Commands, Joint and Multinational partners, Office of the Secretary of Defense (OSD), Assistant Secretary of the Army for Acquisition, Logistics and Technology ASA(ALT), and other Services.
Experience briefing military senior leaders (3-star and above, and SES civilians) preferred
Knowledge of systems, procedures, and programs. Antiterrorism Level 1.
A Bachelor’s degree in Business Administration, Management, or other related field. 5 years of equivalent experience is desired or 10 years of operational contract support-related experience without a degree.
