Job Description:
As a Performance Management Analyst, the candidate will be responsible to provide subject matter expertise in performance management, evaluation, and assessments. He/she will lead and support development and implementation of evaluations. The candidate will be expected to plan, develop, and identify strategies to measure and track long term performance outcomes of Transition Assistance Program (TAP), associated programs (as required), and ad hoc studies. Candidate will support the Transition to Veterans Program Office (TVPO) data analytics and evaluation activities that measure, track/report, statistically analyze, evaluate, and make recommendations to improve the TAP in terms of customer satisfaction, program accountability, and programmatic effectiveness. He/she will have the capability to develop data collection plans, coordinate with internal/external stakeholders, and implement/execute plans. This candidate will also be responsible to develop and implement evaluation tools for approval by government lead (assessments, surveys, performance measures/outcomes, performance checklists, focus groups to assess the TAP based on evolving requirements determined by TAP governance and outside parties.
The candidate will be expected to coordinate, staff, drafts to completion including professionally formatted PowerPoint presentations up to and including senior (GO/SES) leaders, summarize practices, evaluation methods, analytical plans, statistical analysis, logic models, and performance outcomes guided by an inter-agency measure of effective of the TAP. He/she will prepare a myriad of detailed reporting templates designed to display quantitative and qualitative results, interpretations, and various suite of products.
Qualifications/Requirements:
- Must hold active Secret Clearance
- Must have a minimum of five (5) years of performance management experience
- Experience working within defense organizations in the Pentagon (Joint Chiefs of Staff, OSD), experience applying Operations Research techniques, and experience in project management / change management preferred
- Bachelor's degree is required; Master’s degree is preferred.
- LSS preferred or ORSA related degree preferred
- MS Office (PowerPoint, MS-Excel, MS-Word) and SPSS/SAS STATA expertise required;
- Computer skills such as Hyperion, Minitab, Python, SAS, SAS DB2, SAS SQL, and SQL strongly desired.
