The Tauri Group seeks new business through established Government-Wide Acquisition Contracts (GWAC), GSA Schedules, Blanket Purchase Agreements (BPA) and stand-alone RFPs. The DHS Capture Manager will provide a range of services including active participation in capture as well as overall coordination of all capture activities. The Capture Manager will be responsible for managing all the activities necessary to qualify opportunities and transform those opportunities into wins. This includes driving the technical, teaming, and pricing decisions to develop winning solutions. The successful candidate will be thoroughly familiar with US Government contracting, contract types and procurement processes. The Tauri Group requires that our Capture Managers be knowledgeable, have a track record of success, and demonstrate a willingness to support all phases of the Business Development Lifecycle (to include proposal management and proposal writing).

The Capture Manager will work with and support the business development activities of corporate executives and division managers as well as manage his or her own portfolio of new business targets. He or she will be responsible for the development and implementation of an integrated action plan based upon rigorous capture analyses. This includes aiding in all required pursuit planning (to include call plans), and ensuring that opportunities are accurately reflected in Tauri's pipeline management system. The role also includes supporting and informing proposal development, document reviews, and competitive pricing, as well as coordinating with Subject Matter Experts to develop capture and proposal strategies and technical content. The Capture Manager will help define win themes, develop and maintain detailed capture plans, and provide status updates during capture reviews.

Responsibilities:

Capture major new programs that will make a significant contribution to the long-term revenues and growth of the company. Customer sets include those direct and adjacent customers that are currently established through existing contracts. Targeted functional areas/core competencies will include Homeland Security, Emergency Management, Preparedness and Resilience, Infrastructure Protection, Arms Control/Non-proliferation, CBRN Defense, R&D, Bio-Medical, Rapid Acquisition, Technical Advisory Services, Program Management, Business Management, and Engineering Services.

Specifically, the Capture Manager will:
Develop and execute capture plans for major programs and/or agencies. This includes gathering information, assessing qualifications and probability of win, developing win strategy, building teams, estimating the type and amount of corporate resources required. Lead Capture efforts and serve as the primary customer interface for large contract pursuits. This includes giving corporate briefings, assessing competitive environment, and performing various liaison activities at various levels within The Tauri Group. Employ effective processes to find, evaluate, rank, and market new business prospects leading to an intelligent bid/no bid decision. Actively support development and improvement of effective business development processes. Work with current Division Directors to develop, influence, and shape the market strategy to support growth targets and build upon existing programs. Provide marketing and communications experience to support business development and capture efforts. Lead and/or participate in proposal development and reviews. Assist Directors and Program Managers in transition start up for new programs, which were captured as part of the above BD/Capture efforts. Interact with Directors and Program Managers to stay abreast of their activities and coordinate major program pursuits with other business development activities.
Required Skills:
US Citizen Bachelor's Degree Required/Masters Preferred 10+ Years of business development, capture, and proposal experience Must be knowledgeable of Business Development and Proposal Development processes and best practices Must have knowledge of Federal Acquisition Regulations Demonstrated experience and success in capturing, as a prime, new business opportunities in Federal Agencies High energy, flexible business development professional with demonstrated ability to manage multiple captures, proposals, and related tasks simultaneously Knowledge of and senior level contacts in DoD, DHS, and other Federal agencies, to include significant time as a military/civil servant/contractor in targeted key agencies Existing strategic relationships with potential Federal business partners Strong research and analytical skills Familiarity with GovWin, FedBizOpps and other opportunity and solicitation generating systems Ability to write professionally Able to define Basis of Estimate in support of proposal pricing Ability to communicate effectively and clearly; strong command of the English language Ability to effectively interact with colleagues and stakeholders in a collaborative environment Ability use MS Office at an intermediate / advanced level; strong presentation development skills Self-starter and personal initiative
