Job Description:
Personnel Labor Categories – Personnel qualifications for each relevant labor category are set forth below. Note that for qualifications requiring an unexpired USCG license, the aforementioned license shall have minimum acceptable endorsements as noted below. Offerors must provide copies of USCG license and endorsements to verify compliance with these requirements. Personnel must be able to pass the EPIC screening.
Program Manager (PM)
• BACHELOR’S Degree in engineering. Fifteen (15) years of engineering management experience or twelve (12) years related post-graduate technical experience.
• Experience in commercial ship operations, shipboard maintenance requirements and commercial ship repair requirements.
• Knowledge of and experience in the application of rules and regulations of the American Bureau of Shipping (ABS) and the United States Coast Guard (USCG) for commercial ships.
• Prior experience as a PM or Assistant PM for at least two contracts of a similar nature and size.
Assistant Program Manager
• BACHELOR’S Degree Engineering. Ten (10) years of engineering management experience or ten (10) years related post-graduate technical experience.
• Experience in commercial ship operations, shipboard maintenance requirements and commercial ship repair requirements.
• Knowledge of and experience in the application of rules and regulations of the American Bureau of Shipping (ABS) and the United States Coast Guard (USCG) for commercial ships.
• Experience as Program Manager or Assistant Program Manager for at least one contract of a similar nature and size.
Senior Marine Engineer
• BACHELOR’S Degree in mechanical/marine engineering or other similar engineering program.
• Fifteen (15) years in the marine industry
• Five (5) years experiencing sailing on Chief Engineer license.
• Three (3) years of Port Engineer experience overseeing ship new construction, or maintenance and repair.
• Provide evidence showing the individual held a USCG Merchant Marine Credential, with the following rating and endorsements: Chief Engineer of Steam/Motor/Gas Turbine, Unlimited Horsepower.
Senior Engineer
• BACHELOR’S Degree in mechanical/marine engineering, naval architecture other similar engineering program.
• Eight (8) years of related post-graduate technical design experience related to commercial and/or U.S. Naval Ships.
• Experience in commercial ship operations with an emphasis on material readiness and maintenance studies, reliability engineering and technical data review.
• One half of the proposed Senior Engineers must demonstrate evidence showing the individual held a USCG Merchant Marine Credential, with the following rating and endorsements: minimum of a First Assistant Engineer of Steam/Motor/Gas Turbine, Unlimited Horsepower.
• Engineers with current registration in any state in the United States as a Professional Engineer may be substituted for up to half of the required engineers with USCG licensure.
Senior Automation Engineer
• BACHELOR’S Degree in mechanical/marine engineering or other similar engineering program.
• Two (2) years experience in operation, maintenance or design of shipboard automation control systems.
• Five (5) years experience sailing on their Chief Engineer license
• Experience in the development of Failure Modes Effects Analysis and Periodic Safety Test Procedures (PSTP) for USCG approval.
• Provide evidence showing the individual held a USCG Merchant Marine Credential, with the following rating and endorsements: Chief Engineer of Steam/Motor/Gas Turbine, Unlimited Horsepower.
Senior CAD Engineer
• BACHELOR’S Degree in Naval Architecture, marine or other engineering or similar degreed technical program or eight (8) years of related engineering design and CAD experience.
• Familiar with commercial ship operations, maintenance concepts, programs and procedures.
• Six (6) years of CAD design work for shipboard machinery and engineering systems.
Lead QA Engineer
• BACHELOR’S Degree in Marine/Mechanical Engineering, Electrical Engineering or Naval Architecture.
• Six (6) years’ experience as a quality assurance engineer working for a ship builder, ship repairer, ship owner or design experience in an engineering related field to marine engineering and naval architecture.
Senior Project Engineer
• BACHELOR’S Degree in Marine/Mechanical Engineering, Electrical Engineering, and/or Naval Architecture corresponding to the specific Senior Engineering role
• Familiar with commercial ship operations, marine engineering projects, reliability engineering and complex project management
• Ten (10) years of project management experience, with at least two (2) complex ship design or conversion projects as the Project Engineer or Project Manager.
• Experience in both commercial and U.S. Naval Ship design and construction.
• Registration as a Professional Engineer or Engineer in Training.
• Post Graduate coursework or certification in project management.
Lead Electrical Engineer
• BACHELOR’S Degree electrical engineering or other similar engineering program.
• Eight (8) years post-graduate experience in marine power plants, propulsion control systems, electrical and lighting distribution system, navigation and electronics system design, installation and operation.
• Familiar with the development of work items, drawings, analysis, cost estimates, and technical reports for ship repair or related projects.
• Proposed Lead Electrical Engineers: Provide evidence showing the individual held a USCG Merchant Marine Credential, with the following rating and endorsements: minimum of a Second Assistant Engineer of Steam/Motor/Gas Turbine, Unlimited Horsepower, or current registration in any state in the United States as a Professional Engineer.
Lead Naval Architect
• Master’s Degree in Naval Architecture or structural engineering program.
• Eight (8) years post-graduate experience in complex hull structures (including various materials), stability, ship salvage and dry-docking operations.
• Familiar with the development of work items, drawings, analysis, cost estimates, and technical reports for ship repair or related projects.
Lead Marine Engineer
• BACHELOR’S Degree in Marine Engineering or other similar engineering program.
• Eight (8) years post-graduate experience in complex marine propulsion and auxiliary systems to include propulsion system shafting, reduction gears, bearings, hydraulic systems, piping/pumping systems, Heating Ventilation and Air Conditioning (HVAC) and Propulsion Engines (Diesel, Gas Turbine and Steam Turbine).
• Familiar with the development of work items, drawings, analysis, cost estimates, and technical reports for ship repair or related projects.
• Proposed Lead Marine Engineers: Provide evidence showing the individual held a USCG Merchant Marine Credential, with the following rating and endorsements: minimum of a Second Assistant Engineer of Steam/Motor/Gas Turbine, Unlimited Horsepower, or current registration in any state in the United States as a Professional Engineer.
Senior Safety/Safety Management System Specialist
• Provide evidence showing the individual held a USCG Merchant Marine Credential, with the following rating and endorsements: a minimum of Chief Mate, unlimited tonnage, or First Assistant Engineer of steam/motor/gas turbine, unlimited horsepower.
• A minimum of 5 years’ actual sea service sailing under that license on board a USCG certificated ship
• Possess an ISM Auditor Certification or a valid OCIMF Ship Inspector Accreditation or a current Certified Safety Professional accreditation issued from the Board of Certified Safety Professionals.
• A minimum of four years of experience conducting audits IAW ISM Code.
• Shall also demonstrate experience with SOLAS, Life Saving Appliance Code, International Maritime Dangerous Goods Code, CFR 33, CFR 46, MARPOL, and Fire Safety System Code.
Engineer / Naval Architect
• BACHELOR’S Degree in in Marine/Mechanical Engineering, Electrical Engineering, and/or Naval Architecture corresponding to the specific role fulfilled.
• Four (4) years of post-graduate technical design experience.
• Familiar with commercial ship operations, reliability engineering, maintenance concepts, programs and procedures.
• Familiar with the development of work items, drawings, analysis, cost estimate and technical reports for ship repair or other related projects.
• One half of the proposed Engineers must provide evidence that the individual held a USCG Merchant Marine Credential, with the following rating and endorsements: minimum of a Second Assistant Engineer of Steam/Motor/Gas Turbine, Unlimited Horsepower. Junior Engineer
• BACHELOR’S degree in engineering or similar technical degree.
• One (1) year technical experience with commercial ship operations and maintenance with an emphasis on maintenance and maintenance studies and technical data review.
Thermographic Surveyor
• High school diploma or equivalent.
• Four (4) years’ experience in operation, calibration, analyzing and providing recommendations of thermographic readings of electrical distribution switchboards, control panels, and distribution panels and other electrical systems and equipment.
• Certified by the Infraspection Institute as an Infraspection Institute Certified Infrared Thermographer.
Clerical
• High School Diploma or equivalent.
• Four (4) years of experience working in an automated office environment.
