Duties

• Performs or oversees the conduct of analytical studies involving the evaluation of DCP administrative plans, policies, practices and programs. Establishes procedures and systems for assessing the effectiveness of administrative management processes.
• Interprets regulatory, policy, and procedural requirements, working with the Division of Administration (DOA) to provide advisory guidance related to administrative matters (e.g., human resources, training, space management, personnel security, records management, etc.). Ensures review of such actions for consistency with administrative regulations, alignment with Division goals, and for conformance with policy and procedural guidelines (e.g., merit promotion, etc.).
• Identifies, gathers, and evaluates (on a quantitative and qualitative basis) data required for use in the evaluation, and execution of DCP administrative and operational programs. Identifies strengths and weaknesses of program operations in meeting established goals and objectives; promotes successful policies, practices, and strategies; develops solutions related to desired outcomes and experiences; and provides objective information to make management decisions.
• Lead the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload.
• Represents administrative interests on work groups and/or committees involving Divisional programs, initiatives, and processes of an administrative nature. Participates in high-profile projects, corporate initiatives and other mission critical events at both the Washington and Field Office levels.
• Develops viable practices, procedures, systems, and solutions for tracking, managing, auditing, and reporting on the assessment and improvement of various administrative functions. Provides regular assessments of effectiveness of administrative systems and practices, making recommendations for modifications or changes in programs and administrative policies and procedures as needed.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience administratively leading or coordinating personnel management or administrative program functions in AT LEAST FOUR (4) of the following areas: 1) recommending personnel actions to recruit, select, and promote employees; 2) performing oversight, analysis and evaluation of program management processes; 3) preparing correspondence - addressing high level issues regarding administrative matters; 4) liaising with building management to address space and facilities matters; 5) interpreting and applying administrative policies and procedures providing guidance to employees and supervisors; 6) responsibility for distributing and balancing workload among employees.

• Knowledge of FDIC, DCP, and general federal administrative regulations, directives, and procedures to develop, modify, and implement policies and procedures
• Knowledge of the human resources programs sufficient to provide guidance and assistance to the Division management.
• Knowledge of qualitative and/or quantitative methods utilized in the development and management of administrative programs, the assessment and improvement of program effectiveness, or the evaluation of management processes and systems.
• Ability to plan, organize, and lead study teams and work groups requiring relationships with other programs and key administrative support functions within both the Division and Corporation.
• Ability to apply project management and leadership principles to lead a team of administrative staff responsible for program and administrative assignments.
• Ability to communicate in writing to prepare technical and evaluative material,
