Duties
The incumbent provides technical advice and guidance to senior officials within the FDIC and others outside the FDIC, and provides senior level support in the development, assessment, and evaluation of the diversity and inclusion, affirmative employment, and equal employment opportunity policies, practices, and programs of the FDIC. Major duties include:

• Conducts studies, organizational reviews, and workforce analyses to identify and report on systemic equal opportunity problems such as low participation rates of racial, ethnic, sex, and disability groups in occupational groups, or corporate policies and practices that may have a disparate impact based on race, ethnicity, sex, or disability (including veterans with disabilities) to ensure adherence with Equal Employment Opportunity Commission (EEOC) guidelines.
• Develops procedures for information collection, review, and analysis of agency reporting requirements, assessing agency policies and recommending improvement.
• Assesses programs used to identify barriers impacting the ability of individuals to compete in the workplace because of race, ethnicity, sex, or disability and provides recommendations to remove.
• Provides technical advice and guidance on resolving issues affecting diversity and inclusion, affirmative and equal employment opportunity programs within the FDIC.
• Serves as agency representative at inter and intra- agency meetings, work groups, Department of Labor, EEOC, Office of Personnel Management, and other Federal agencies on affirmative employment matters.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience evaluating policies and programs on diversity and inclusion, affirmative employment, and equal employment opportunity; communicating technical and non-technical information to various stakeholders; interpreting and applying federal regulations concerning diversity and inclusion, affirmative employment, and equal employment opportunity programs; and analyzing statistical data to evaluate and implement new policies and programs.

• Ability to advise managers on appropriate courses of action on Affirmative Employment Program.
• Ability to communicate orally with employees, applicants for employment, FDIC officials, contractors, individuals from other agencies, and the general public.
