Duties

• Helps the Supervisory Counsel to provide legal advice to other FDIC offices concerning the preparation of responses to the GAO, OIG, and Office of Risk Management and Internal Controls (ORMIC) relating to the internal controls program of the Legal Division.
• Prepares responses to public inquiries concerning the internal controls program in the Legal Division. Researches and prepares position/information papers or reports and legal training on the impact of law, policy, directive, and case law associated with FDIC's use of outside counsel and the payment of fees and expenses. Conducts legal research to formulate advice and recommend legal courses of action, which meet the needs of both mission accomplishment and legal compliance of the Corporation.
• Assesses and evaluates the cybersecurity risk posed by outside law firms utilized by the Legal Division. The incumbent recommends steps for remediation of identified cybersecurity risks and ensures that outside law firms adhere to identified standards on an ongoing basis.
• Develops expertise in the efficient use of computerized legal research sources, with special emphasis on the FDIC's Legal Research Bank (LRB) or any other private file system used in the Legal Division that complements or replaces standard Westlaw system, in order to efficiently respond to legal inquiries from Corporation attorneys and outside law firms. Provides instruction in the use of the same to Corporation Legal Division staff and nationwide outside counsel, as appropriate.
• Maintains and updates Legal Research Bank for nationwide access by Corporation attorneys and outside counsel. Reviews and assists in the preparation of on-line legal manuals for use by Corporation attorneys and outside counsel nationwide. Evaluates copyrighted materials for inclusion in the Legal Research Bank and obtains written authorization to include such materials on-line in order to avoid infringement liability on the part of the Corporation. Has primary responsibility for all aspects of the LRB.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-12 grade level or above in the Federal service. Specialized experience is experience conducting legal research and drafting legal advice for the agency or outside law firms in the following areas: legal information technologies; cyber-security threat; physical and electronic records; and legal analysis of documents and information systems.

To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is experience providing legal advice and support impacting the agency or outside law firms in the following areas: legal information technologies; cyber-security threat; physical and electronic records; and legal analysis of documents and information systems.

J.D. or LL.B Degree required.

Active Membership in good standing of the bar of at least one state, territory, commonwealth, or the District of Columbia.
