Duties
At the full performance level, major duties include:

• Researches topics related to consumer financial products, practices, technologies, and services that could pose harm to consumers or violate federal consumer protection laws and regulations.
• Reviews and assesses technology developments as they relate to consumer protection supervisory functions. Assists in the analysis of emerging risks involving the use of new technologies by insured depository institutions, including those offered by third-party service providers.
• Develops high quality written materials including position papers, summaries, fact sheets, issue papers, and talking points on consumer protection issues for senior FDIC officials, including the Division Director and the Chairman.
• Develops consumer protection policy relating to FDIC examinations and enforcement activities. Supports efforts to understand, analyze, and probe current business practices, financial products, technologies, the broader markets, and to anticipate new emerging policy issues affecting consumers and FDIC-supervised institutions.
• Supports the development and communication of FDIC policies that relate to the supervision of technology-related activities of insured institutions and third-party service providers.
• Develops and maintains monitoring systems and mechanisms such as tables, spreadsheets, and databases that track issues, trends, changes, and otherwise support the Branch's consumer protection policy development activities. Prepares and coordinates management reports.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-11: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 09 grade level or above in the Federal service. Specialized experience is defined as experience assisting in analyzing policy issues related to financial services or products for banking or financial institutions; assisting in analyzing and evaluating existing or proposed consumer protection regulations or requirements; drafting policy summaries and memoranda.

OR

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. OR

COMBINATION: A combination of graduate level education and specialized experience that together meet the qualification requirements.

CG-12: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 11 grade level or above in the Federal service. Specialized experience is defined as experience analyzing policy issues related to financial services or products for banking or financial institutions; analyzing existing or proposed consumer protection laws, regulations or requirements; drafting policy summaries, position papers, and memoranda.

CG-13: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience evaluating policies related to financial services or products for banking or financial institutions; analyzing and evaluating existing or proposed consumer protection laws, regulations or requirements; and drafting policy talking points, summaries, position papers, and memoranda.
