Job Description:

Office of the Undersecretary for Defense for Research and Engineering Mission Integration Division (OUSD(R&E)/AC/ENG/MI) mission engineering, analysis, and integration expertise to produce objective insights and analytic justification to inform future technology and capability investment decisions within the Planning, Programming, and Budgeting Execution (PPBE) process and aid in the prioritization, alignment and validation of requirements within Joint Capabilities Integration and Development System (JCIDS) to deliver modernized capabilities that enable an all domain joint force aligned with future Joint Warfighting Concepts. The team constructs, manages, and conducts discrete mission engineering and analysis study tasks to evaluate the efficacy of legacy architectures and new technologies and capabilities applied in new mission concepts of employment to meet evolving joint mission objectives.

Support efforts to improve and modernize NC3 technology and architecture to support mission and ensure technology dominances and nuclear deterrence.
Support the identification of new R&D efforts of non-traditional material solutions for NC3 Enterprise gaps and requirements that are unaddressed by any ongoing R&D efforts.
Participate in three to four NC3 working meetings per week
Provide weekly highlights to government officials
Assist with development of talking points / info papers to senior R&E leadership.
Collaborate with various stakeholders across the NC3 community such as USSTRATCOM, OUSD, and the NC3 Enterprise Center (NEC) to address capability gaps and requirements, synchronize R&D efforts from across OSD, and support development of NC3 “Next Generation (NextGen)” vision.
Develop NC3 modernization roadmaps
Support the NC3 Technology Development Plan (TDP) transitioning emerging technology into the NC3 architecture.

Qualifications:Experience with Cloud-Enabled Networks for Command and Control
Experience in the Defense Acquisition, including requirements development, RFP development, and engagement with Industry
Experience developing system solutions to complex and challenging DoD problems
Experience in service-led R&D efforts, service laboratories or defense research centers
Experience leading the planning and execution of complex mission and systems analysis efforts.
Experience leading Systems Engineering (SE) tasks including:
Technology Analysis and Assessment, System Definition, Systems Analysis, Systems Architecture development and architecture products for Systems of Systems (SoS)
Experience in supporting technical, managerial or operational fields and have expert credentials or be recognized as an authority and have the mature judgement required to advise senior government personnel.
Demonstrates strong oral and written communication skills across various stakeholders at varying levels of leadership/seniority
Experience communicating, interfacing, and interacting with Joint Staff, Services, and warfighters to coordinate engineering and analysis needs and analytic results.

Bachelor’s Degree. Minimum of 15 years experience. Clearance: TS/SCI
