JRC is currently seeking a AWS C2S Application Design Engineer Senior Analyst II. This role is responsible for the overall execution of the NC3 Enterprise Center (NEC) Ft. Meade and reports directly to the NEC Program Manager.

Job Purpose:

NC3 is responsible for the engineering and architecture support on digital modernization implementation effort through cloud, artificial intelligence, command, control and communications and cybersecurity. The Senior Analyst II will support the government customer to design, engineer, develop, test and deliver Cloud based applications utilizing Cloud-Native/DevSecOps methodology and Kubernetes platform for new and existing cloud-based Data Analytics and Modelling and Simulation capabilities. The Senior Analyst II will also provide Risk Management Framework support to NC3 Digital and Mission Engineering Environment (NDMEE) and its digital capabilities, which includes but not limited to: prepare, maintain, and update IATT/ATO artifacts and packages; perform system/code scans and report findings; implement security controls; working with accreditation team to mitigate vulnerabilities.

Description:

The NEC Senior Analyst II is a critical position on the NC3 NEC Program who maintains overall program awareness and can step in as needed to enable the team to be successful. The tasking for the role is often broad and requires an ability to take an understanding of the large program objectives and then to develop and execute a plan to support the program objectives. Key focus areas include prioritization of activity, schedule management / tracking, issue resolution, process development / implementation, team development / coaching, risk mitigation, critical review of plans and documentation, as well as being able to focus on critical areas as needed. This work will be performed on the customer’s site 50% of the time with other work performed at remote locations.

Above all, this role demands technical expertise in both Amazon Web Services (AWS) Commercial Cloud Services (C2S) and RMF. This will include but not limited to services like migration planning, engineering assistance to legacy apps; migration; RMF support; integration/regression testing; deployment. Additionally, a strong ability to interact with external stake holders such as the Government Program Office and other support contractors. Excellent communication skills and an adaptable attitude to a changing landscape are a must.

This position will require the ability to work in a classified environment at the TS/SCI level.

Key Duties:

· Deliver Amazon Web Services (AWS) Commercial Cloud Services (C2S) AWS solution architects capable to build and configure completely air-gapped enclave in AWS C2S that will pass DIA accreditation for ATO. This will include providing application and end-point security services (HBSS, ACAS, etc) that will satisfy all RMF requirements.

· Provide Risk Management Framework support to NC3 Digital and Mission Engineering Environment (NDMEE) and its digital capabilities, which includes but not limited to: prepare, maintain, and update IATT/ATO artifacts and packages; perform system/code scans and report findings; implement security controls; working with accreditation team to mitigate vulnerabilities.

· Provide data strategy, processes and governance expertise for data analytics, modelling and simulation efforts to allow sharing, collaboration, and interoperability of NC3/NLCC data among existing cloud based digital environments (i.e., NDMEE) for DoD & industry academic mission partners in NIPR/SIPR/JWICS environments.

· Provide application migration support into NDMEE for both Cloud-Native and legacy systems/applications. This will include but not limited to services like migration planning, engineering assistance to legacy apps; migration; RMF support; integration/regression testing; deployment.

· Preferred candidates will have an active TS/SCI clearance on day one.

Specific Skills/Qualifications:

· Bachelor’s Degree, Master’s preferred in applicable area, engineering degree preferred

· 10+ years of Cloud based design, development, test and data analytics

· Expertise with design, implement, test, and deliver cloud-based data pipeline capabilities which include but not limited to: streaming services; connect, configure, manage data source connections; develop, manage schema registries and ETL scripts; develop and manage NLP/ML/AI requirements and capabilities; design, develop and maintain cloud native storage solutions; develop and maintain data visualization capabilities.

· Must have an active DoD Top Secret Clearance to start, with the ability to obtain and maintain a TS/Sensitive Compartmented Information (SCI) clearance.
