Responsibilities

Serve as the leading C4IM Enterprise Network Operations subject matter expert. Generates quantifiable requirements based on customer description, system planning and design, and ensures requirements comply through formal verification methods. Translates high level product development strategies into network and system requirement specifications and works with other engineering disciplines to develop lower-level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the network and system development. Designs interfaces and brings network and system elements together, so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Specifically: Operate and maintain secure and non-secure data, voice, and video transport infrastructure consisting of Virtual Private Network (VPN) circuits, wide area network (WAN), campus area network (CAN), and local area network (LAN) equipment and interconnections for approximately 700 sites. Operate and maintain network monitoring/management platforms and tools for secure and non-secure data, voice, and video transport infrastructure. Provide for segmented transport for specialty traffic by use of Virtual Routing and Forwarding (VRF) tunnels and Virtual Local Area Networks (VLAN). Monitor secure and non-secure data, voice, and video transport infrastructure 24x7x365 in a combined Network Operations Center (NOC) and Security Operations Center (SOC). Provide data network planning, to include the management of authorized service interruptions (ASIs). Operate and maintain the enterprise Voice Over IP System. Operate and maintain redundant enterprise session controllers, voice firewalls, telephones, calling features, voice mailboxes, auto attendant, DSN connectivity, e911 service, long distance, and integrated messaging system. Manage Legacy Voice Services to include moves, adds, changes, deletion actions for 7,000 phone lines associated with emergency services (e.g. 911), elevators, arms vaults, fire alarms, intrusion detection systems, and other life safety requirements. Qualifications; Education, Certification, Experience Requirements.

Educational Requirements.
Bachelor's Degree from an accredited college or university in an Information Technology/Systems or Computer Science course of study. More than 10 years of documented military experience in operating/maintaining Department of Defense (Do) Information Systems may not substitute experience for education for this position.


Certification Requirements.
Current Cisco Certified Network Professional (CCNP) certification. Current CompTIA Security Plus certification. Current Information Technology Infrastructure Library (ITIL) 4 Foundation certification.
Experience Requirements.
Current SECRET security clearance. Bachelor's with 8+ years (or commensurate experience) Minimum ten years of progressive IT experience is required. Minimum ten years of intensive and progressive experience managing at least 20 or more IT professionals in subordinate groups and in diverse locations. More than ten years managing complex organizations of which he/she has total responsibility for the financial success of the organizational unit. More than ten years managing IT programs on DoD networks.


Desired Experience.
Current Cisco Certified Internetwork Expert (CCIE) certification. Current Certified Information Systems Security Professional (CISSP) certification. Current Microsoft, NetApp, Amazon Web Services, Microsoft Azure certifications. Experience with connectivity into multiple cloud computing environments including IL5 and IL6, utilizing Palo Alto Firewalls and CSR Cisco routers. Master's Degree from an accredited college or university in a course of study that is substantially useful in managing large, complex information technology (IT) projects and/or programs. Master of Business Administration (MBA) from an accredited college or university.
