Duties

This position is in the Office of the Inspector General, Headquarters, Rockville, MD.

As Director of Resource Management and Operations Support, you will report to the Deputy Inspector General and:

Plan, manage, and oversee a broad range of financial and administrative support activities such as budget formulation and execution, information technology, procurement, and human resources, to enable the Office of the Inspector General (OIG) to carry out its statutory oversight mission efficiently and effectively.
Provide customer-service and operational support, including budget, personnel, and information technology services to the audits, investigations, and management and operational support programs.
Manage all staff activities relating to budget formulation and execution, contract initiatives and related funding, personnel, travel, information technology, logistical support areas, facilities management and maintenance, coordination, and publication of the OIG Semiannual Report to Congress, the OIG Strategic Planning Report, the OIG Performance Report, and the OIG Congressional Budget Justification Report.
Advise the Inspector General and Deputy Inspector General on fiscal and administrative laws, regulations, policies, and procedures relating to or having an impact on OIG operations.

Conditions of Employment

• This position requires in-person attendance at the OIG office, located within the NRC Headquarters building, at least three days per week, and at least six days per pay period, subject to revision by the Inspector General. This is NOT, and will not be, a fully remote position.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience managing and overseeing the execution of a wide variety of fiscal and administrative programs to enable the efficient and effective operation of a business or program office.

The ideal candidate will be able to demonstrate the following:

• Ability to plan, implement, and direct all management programs and functions of the Office of the Inspector General (OIG), including but not limited to the OIG budget and financial management, Information Technology, Human Resources, facilities and space directives, funding, travel, logistics support, strategic planning initiatives, performance reports, Semiannual Reports to Congress, and other major reports.
• Ability to provide appropriate customer-service and operational support including budget, personnel, and information technology services to the audits, investigations, and management and operational support programs.
• Ability to provide leadership, coordination, and direction to staff to maximize employees' and the organization's potential, including: recruiting, assigning, orienting, and developing staff; setting expectations for staff performance and accurately appraising and providing feedback on staff performance; and, recommending awards and recognition, as appropriate.
• Ability to maintain appropriate management control systems and day-to-day administrative oversight to ensure that human resources are used in an efficient manner; that physical assets are safeguarded against waste, loss, or unauthorized use; that digital/electronic assets are safeguarded against all compromise, and information security, confidentiality, and privacy are maintained at the highest level, and, that OIG policies and procedures are strictly adhered to.
• Ability to handle high-stress situations within strict time deadlines, to build collegial professional relationships among the entire OIG staff, to assist in resolving any conflicts that arise among or between personnel on issues within the designated RMOS subject matter areas, to build collegial professional relationships with the NRC and the DNFSB management, staff of other government agencies, Congressional staff, and the public in the administration of OIG programs, and to diplomatically represent the OIG both internally and externally.
• Ability to present information, ideas, and advice in a clear, concise, and logical manner both orally and in writing.
• Ability to consolidate complex and diverse opinions into concise recommendations for action to be taken by the Inspector General, and the IG’s senior leadership team.
