Buckeye Partners is currently seeking a Senior Corporate Health and Safety Manager with experience in field operations and/or engineering in the Oil & Gas Industry to join our growing team in Corpus Christi, Texas!

Role Summary:

The Senior Corporate Health and Safety Manager role is responsible for providing effective implementation of Health and Safety as part of Buckeye's Safety and Operations Management System (SOMS). Ensures compliance with applicable federal, state, and local requirements and Buckeye policies and procedures. Visibly leads Health and Safety program improvements across the region that promotes continuous improvement.

Essential Duties & Responsibilities include:Personnel Management. Provides direct management and development of the Field Safety Specialists. Ensure Region Health and Safety Specialists safety and training requirements, emergency response activities and safety compliance audits are conducted for the region Actively participates as member of Regional Leadership Team that manages the safe operations and maintenance of pipeline and terminal assets within the region.Safety Program Management - Oversees effective implementation and compliance with Corporate Safety Management Systems that include processes and procedures for the completion of thorough incident investigations, development/communication of Lessons Learned, tracking and reporting of corrective and preventive actions, and Smith Driver training.Program/Process Continuous Improvements. Visibly leads process and program performance improvements through the use of leading/lagging Key Performance Indicators (KPI), trend analysis of incident/audit data, and implementation of proactive action plans to close gaps and heighten awareness. In addition, aassists Corporate Health and Safety management in developing company-wide Safety programs. Provide feedback for continuous improvement.Corportate HS Alignment. Provides functional guidance, training, and support on Corporate safety programs (i.e. Medical Surveillance Program - MSP), general safety (i.e. OSHA, RMP, SPCC, OPA 90).SOMS and OE Programs. Responsible to work closely with regional and corporate management for integration and execution of all relevant SOMS Standards pertaining to the safe and efficient operations of the company. In addition, work closely with Corporate Operations Excellence Team to support implementation of OE Programs and continuous improvement initiatives being developed across our operating regions.Program Auditing. Encourages HS specialists to assist asset teams in agency inspections, 3rd party customer audits, and Corporate HS audits (i.e. PHA, PSM Compliance, Corporate HS). In addition, ensures HS specialists perform and document routine safety audits of pipeline and terminal facilities.Budget Management. Develops annual budgets and manages expenses and implements cost controls as necessary for the Regional HS group.Project Support. Encourages active participation of HS Specialists in providing Health and Safety expertise in the development, assessment, execution, and commissioning of MCAP/MEXP/RCAP projects across the region. Ensures HS Specialists adhere to project auditing requirements and are visible during project execution. Emergency Response. Responds to incidents and emergencies to provide leadership assistance to Operations. Provides support to asset teams to conduct PREP Notifications and response drills/deployments for the region and maintain Tank Fire Fighting Action Plans and Emergency Response Plans.And other duties as assigned.Position Requirements:High School Diploma or equivalent required.Bachelor's Degree required.Working knowledge of PHMSA, OSHA, EPA, USGC regulations10+ years experience in Field Operations and/or Engineering required.Must have previous management or supervisory experienceSignificant technical troubleshooting experience required.Up to 40% travelThis position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.This position requires compliance with all personnel policies.Certificates & Licenses:Valid driver's license in the state of employmentIncident investigation training preferredHSSE relevant certifications and training preferredCSP PreferredOther Skills, Attributes and Abilities:Individuals must have the knowledge and ability to analyze and solve personnel, team and operations and maintenance problems to be successful in this position.The position requires excellent written and verbal communication skills. There is a significant amount of interpersonal activity and diplomatic skills are a necessity.
