Job Description
Virtual Inertia (VIC) is seeking a Networking Security R&D Team Manager for our High-Performance Computing Modernization Program Integrated Technical Service (Restricted) (HITS-R) contract with the DoD. VIC provides information security, enterprise architecture, software development and health IT solutions to federal government customers. Summary: Manage and lead a medium-sized cybersecurity team of Software Developers, System Administrators, Software Assurance staff, and Network Security Specialists to support the DoD's High Performance Computing Modernization Program (HPCMP). Networks supported include the Defense Research and Engineering Network (DREN) and the Secret DREN (SDREN). The team:
(1) develops cybersecurity tools (scanning tools, risk management tools),
(2) provides authentication services and develops tools,
(3) provides systems administration services,
(4) develops and implements cybersecurity infrastructure (servers, firewalls), provides software security assurance services, and performs research of emerging technologies applicable to cyber security.

Responsibilities:
• Maintain a team of software developers to provide the HPCMP with software and systems development and research in support of network and system security.
• Investigate HPCMP/DREN program requirements, perform studies, analyze system/equipment performance, and submit recommendations for development, upgrades, modifications, or alterations of hardware and/or software to improve system operation and enhance security posture.
• Study Operational Requirements (OR) to determine system performance criteria and to outline functional requirements. When required, generate/review performance specification(s).
• Participate in design reviews and other technical reviews and discussions regarding HPCMP systems, equipment and programs as directed.
• Provide modifications of the HPCMP Kerberos distribution to support the authentication mechanisms of RSA SecurID, DoD Public Key Infrastructure (PKI) /Common Access Card (CAC), and HPCMP PKI/ Smartcards/ Token/LDAP/ YubiKey/OpenID. Development of the infrastructure to support HPCMP PKI and the associated processes involved in deployment to HPCMP users.
• Provide support and advice in identification and development of new authentication mechanisms and technologies for better, more secure means of access, authentication, and encryption in the HPCMP environment.
• Support optimization and deployment of the updated HPCMP Kerberos kit and PuTTY client. Develop technical documentation to support certification and approval of the updated software in DoD enclaves.
• Maintain and provide modifications to the HPCMP Security Comprehensive Security Assessment (CSA) tool used for scanning HPCMP/DREN resources.
• Install, operate, and maintain test and production environments to provide HPCMP information security continuous monitoring and authentication services, and test developed security software applications.
• Develop of a software development infrastructure in support of HPCMP Security R&D activities.
• Provide quality assurance testing of security developed software applications in both local and wide-area enclaves.
• Conduct R&D based upon HPCMP Technical Directions.
• Provide technical consultation and services on special security R&D projects identified by the HPCMP Associate Director for Security.
• Provide security infrastructure engineering and technical resources in support of the DREN cybersecurity engineering and analysis efforts.
• Cybersecurity Systems Engineering: provide engineering expertise in the design, integration, operation, and maintenance of cybersecurity infrastructure and capabilities to protect and defend the DREN and enable cybersecurity research and development (R&D) initiatives.
• Cyber Defense Capabilities: lead the design, deployment, implementation, and maintenance of enterprise cyber defense capabilities, such as the following:
• Additional intrusion detection sensors for new or additional coverage throughout the DREN
• Enterprise network defense capabilities. Define and employ documented procedures for sustainable, continued operations of enterprise CND capabilities.
• Cybersecurity Systems Engineering Infrastructure Services: Support the establishment of infrastructure services supporting cybersecurity environments such as directory services in support of authentication, networking monitoring services, domain name services, virtual hosting infrastructure, etc. that supports the functionality of an environment support cybersecurity research, development, and operations.
• Develop and implement security designs for new or existing enclave systems.
• Develop interface specifications for use within the enclave environments. Ensure enclave systems and network designs support the incorporation of DoD-directed vulnerability solutions, e.g., IAVA requirements.
• Lead and participate in weekly teleconference team meetings and prepare minutes of meetings.

Requirements
• Management and leadership skills to lead the team in the overall design, engineering, integration, operation, and maintenance of a defense-in-depth strategy for all cybersecurity infrastructure employed on the Defense Research and Engineering Network (DREN).
• Minimum of 10 years relevant work experience to include 5+ years of cybersecurity experience with IT systems leading teams: security stacks including network firewalls, intrusion detection systems; enterprise software tools (Tripwire, Splunk).
• Working understanding of authentication methods and protocols, i.e., PKI, CAC, YubiKey, Kerberos, LDAP, SIPR tokens.
• Working understanding of Networking (DREN, SDREN) and the devices employed.
• Working understanding of cyber security service provider (CSSP) operations and their tools. (ACAS, RADIX, Jigsaw)
• Working understanding of site Security Assessment requirements and methods.
• Experience with software testing/assessment and Software Assurance (SwA).
• Current 8570 baseline IA certification: Security+ minimum, CISSP preferred.
• Current 8570 Computing Environment cert (e.g., MAC OS, Linux+, etc.).
• Experience working with DoD STIGs.
• Ability to produce briefings and reports for senior level audience.
• Must possess an active Secret clearance with the ability to obtain a Top-Secret clearance.
• Strong written and verbal communication skills.
• Ability to develop effective working relationships that improve the quality of work products.
• Well-organized, thorough, and able to handle competing priorities.
• Proficient with Microsoft Office (Excel, Word, PowerPoint).
• U.S. Citizen.

Education:
Bachelor's degree in Computer Science, Management Information Systems or other technical discipline required or equivalent experience.
