Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
Serco-NA is seeking a motivated individual to provide logistics and programmatic support to one of our NAVSEA customers.
In this role, you will:
• Provide daily support to the Integrated Logistics Services Management team.
• Coordinate with Logistics Branch Head and field activities to establish funding priorities.
• Reconcile spend plans according to Resource Management Plan and weekly status reports.
• Do financial tracking, risk management, PEO Metrics, and NTSPs.
• Compile and submit Task Assignment Sheets to initiate financial transactions.
• Provide biweekly metrics reports to Business Financial Manager.
• Track and reconcile In-Service funds obligation and expenditure status.
• Provide direct interface with NAVSUP-WSS, NAVSUP-GLS, NAVSUP-FMS, NAVSUP-DLA Contracting and DLA Centers.
• Interface between ISEA and NAVSUP for Interactive Computer Aided Provisioning System (ICAPS) in support of Interim Supply Support (ISS) spares procurements.
• Review technical data packages as required ensuring procurement of current configuration baseline spares.
• Research alternative sources of supply.
• Develop agendas for ILS Supply Support Meetings.
• Assists NAVSUP in the development of Coordinated Shipboard Allowance list (COSAL) supporting IMAs.
• Prepare presentations and minutes.
• Coordinate with OEMs ensuring latest configuration part numbers are identified.
• Assists NAVSUP in ICAPS provisioning process.
• Identify areas of redundancy and utilize DoD standard processes to reduce cost.
• Participate in Monthly Backorder Report Telecoms to identify any systemic issues and resolve with NAVSUP-WSS and DLA.
• Track and monitor NAVSUP-WSS and DLA Interim Supply Support (ISS) spares contract award and delivery status.
• Review and update ILS Plans and coordinate efforts with ISEA Newport and Keyport.
• Assist NAVSUP planner in reviewing Depot Level Repair (DLR) candidates prior.
• Respond to financial data calls.
• Reconcile Spend Plans to match the Resource Management Plans.
• Coordinate with the field activities to establish timely receipt of reimbursable funds.
• Create, maintain, and update financial databases and spreadsheets, and generate various financial reports as required. Maintain appropriate records and documentation.
• Provide financial models and financial statements, apply forecasting techniques, and evaluate performance against budget submissions.
• Communicate timely and accurate program status updates to all clients as required.

• An active or current DoD Secret security clearance.
• A Bachelor’s degree in Accounting, Business, Finance, or related field is desired, but in lieu of a degree, will consider a candidate with A High School Diploma, or a vocational school certification, or a GED certificate and three or more years’ experience directly supporting a Navy customer in a business or financial capacity.
• Experience as a Naval Supply officer.
• Have up to ten (10) years professional experience in integrated logistics support. Logisticians integrate the spectrum of the logistics processes within the operational, acquisition and wholesale environments. Logisticians are responsible for directing the integrated logistics process, developing support policies, procedure, and systems, and providing implementation guidance. The Logistician prepares and implements directives to ensure effective logistics support and establishes and enforces standards to ensure that the assigned work force is properly trained and equipped. It is the Logistician’s duty to develop, initiate, integrate, and manage all logistics actions associated with life cycle management of weapons systems, subsystems, and equipment.
• Practical knowledge of Microsoft Excel.
• The ability to travel outside the DC area when required.
Additional desired experience and skills include:
• Familiarity with NAVSUP-WSS, NAVSUP-GLS, NAVSUP-FMS, NAVSUP-DLA Contracting, and DLA Centers.
• Working knowledge of ISEA and Interactive Computer Aided Provisioning System (ICAPS) in support of Interim Supply Support (ISS) spares procurements.
• Knowledge of logistics related documents such as:
o Logistics Requirements Funding Summary (LRFS)
o Life Cycle Sustainment Plan (LCSP)
o Single Acquisition Management Plan
o Plan of Actions and Milestones (POA&M) charts
o Maintenance plan, item unique identification plans, etc. Must have the ability to write, review, and edit these types of documents.
o Ability to attend, or conduct, program office meetings and teleconferences as a representative of client's logistics staff to provide information regarding ILS concerns, gather information from original equipment manufacturer (OEM), in-service engineering agent (ISEA), ILS, etc., to adjust system planning appropriately.
o Familiarity with the twelve product support elements and their logistics support plans, for example, Navy training system plans (NTSP), provisioning, and supply chain products.
o Excellent communication, presentation, and interpersonal skills.
