Job Description:

ARServices is seeking a Project Integration and Management Specialist who will use their passion to learn new tools and techniques and identify and implement vibrant integration solutions and project planning to help a Department of Defense (DoD) customer manage a complex research, development, test, and evaluation (RDT&E) portfolio. The specialist will work onsite at Kirtland Air Force Base, Albuquerque, New Mexico, and will provide advisory and assistance services to help develop solutions that integrate T&E project planning and execution resources with the financial planning, programming, budgeting, and execution resources required to support the event. Test project resources include acquisition and scheduling expertise, instrumentation/diagnostics equipment and expertise, test science expertise, safety and environmental services, and testbed construction and management. The successful candidate will have the ability to work independently and collaboratively in a team environment to support safe and successful execution of the customer's RDT&E mission.

Principal Duties
Assist Test Directors and Test Project Managers with development of executable Resource Loaded Schedules that include portrayal of required documentation and its status; construction and fielding tasks; instrumentation/diagnostics tasks; test range/testbed resources; and test planning, execution, and reporting personnel Use the Defense Threat Reduction Agency (DTRA) Consolidated Acquisition Tool (CAT) to construct and receive approval for Purchase Request (PR) packages and Needs Statements that identify and provide the support needed for test planning and execution Schedule, lead, and document results of Initial Strategy Sessions (ISS) for acquisition of required test project support and update the CAT ISS worksheet. Assist Test Project Mangers with scheduling, documentation preparation, and execution of Acquisition Strategy Review (ASR) meetings to obtain required test project support for acquisition of required test project support Serve as the Project Integrator on test teams that plan, execute, and report on a variety of test projects, including experiments, demonstrations, assessments and tests for cutting edge science and technology capabilities and acquisition systems Assist test teams with development of test event milestone presentations for review and approval by the members of the Senior Review Panel, chaired by the Test Operations Director Provide support for and participate in Project Review Panel (PReP) meetings that constitute a screening process for acceptance or refusal of proposed new test projects, based on availability of adequate resources Prepare and provide required funding information inputs to an Access database that tracks test projects, project schedules, and the status of external and internal funding for the projects Prepare and manage organization Fiscal Year spend plans using the Joint Integrated Chemical, Biological, Radiological, Nuclear (CBRN) Analytic Platform (JICAP) Support development of organization Future Years Defense Program (FYDP) Program Objective Memorandum (POM) budget requests, and aid preparation of the presentations to explain and justify the requests Monitor and report on the status of organization PR packages to ensure timely disbursement of assigned funding and satisfaction of Office of the Secretary of Defense (OSD) obligation and expenditure goals Coordinate with organization Budget Analysts to update a SharePoint site with the status of expiring funds to facilitate end of fiscal year (FY) closeout activities and to indicate which lines of accounting have PR packages being processed by the contracting office to preclude loss of funds due to failure to execute
Requirements
Bachelor of Arts (BA) or Bachelor of Science (BS) Degree in Economics or Finance and Accounting or business-related discipline plus 10-15 years of experience; or Master of Arts (MA) or Master of Business Administration (MBA) or Master of Science (MS) degree in Economics or Finance and Accounting or business-related discipline plus 10-12 years of experience; or Doctorate degree in Economics or Finance and Accounting or business-related discipline, plus 8-10 years of experience Degree must be from an accredited university Demonstrated success with multi-year fiscal planning and execution Ability to communicate effectively; accept responsibility; take initiative; anticipate requirements; implement self-developed plans for on-time, under budget success with minimal supervision; manage and work multiple tasks simultaneously; and successfully de-conflict multiple demands from equal stakeholders Top Secret/SCI clearance or TS with ability to obtain SCI Proficiency with Microsoft products: Word, Excel, PowerPoint, Skype, Teams, Access, and Project or MS Visio
Desired Qualifications
Understanding of and recent experience in the RDT&E processes of the Department of Defense and/or Federal Government Cybersecurity training and ability to apply cybersecurity principles to communications, data storage, and daily activities
