Job Description:

ARServices is seeking a Budget Analyst to support the Defense Threat Reduction Agency, Research and Development - Countering Weapons of Mass Destruction (RD-CXU) Department in either Reston, Herndon, Crystal City or Ft. Belvoir, VA. The Budget Analyst will work with CXU leadership and program and project managers to provide full-spectrum financial support of DTRA's Planning, Programming, Budgeting and Execution (PPBE) cycle. During the year of execution, the team member will develop Spend Plans, craft supporting financial documentation IAW DTRA policy and monitor the obligations and expenditures of the RD-CXU Division budget. As required, brief various levels of DTRA leadership on deviations of the "budget to actual" results, spend plan anomalies and recommend corrective courses of action. Craft various budget exhibits, R-Docs and other supporting displays to justify resource requests. Additionally, you will be required to research dormant funds, unliquidated obligations, unobligated commitments and provide cost estimates.

Responsibilities and Daily Tasks:
Maintain the Divisions current Spend Plan and Unfunded Requirements list. Monitor, Analyze and Report on Commitments, Obligations and Disbursements for O&M, RDT&E and Procurement Appropriations. Craft supporting financial documentation required to commit funding IAW DTRA's financial policy and procedure to send MIPRs or IO's to a performing agency. Research unobligated commitments and unliquidated obligations. Review Monthly Status Reports (MSR) provided by the performers and reconcile it to disbursements as recorded by DAI. Monitor Enabling CXU Division spending to ensure that it is within budget, identify potential shortfalls and recommend funding solutions to CXU leadership. Inform program managers of the status and availability of funds (O&M, RDT&E and Procurement). Estimate future financial needs of programs to feed out year programming. Support the Future Years Defense Plan (FYDP) in developing exhibits and articles for government leadership approval. Support the development of the Budget Estimate Submission (BES). Coordinate and draft financial planning/programming correspondence and secure DTRA, RD-CX Program Management Office approval prior to distribution. Assist the PM by providing advisory assistance for financial support functions to include the coordination and tracking of financial instruments, defense of budget requests, justification documentation, briefing materials and other administrative documents. Planning and programming of future requirements and preparation of Program Objective Memorandum (POM), Budget Estimate Submission (BES), President's Budget (PB) and other products supporting requests and justification for funding. Review managers' budget proposals for completeness, accuracy, and compliance with laws and other regulations

Required Skills and Qualifications:
A Bachelor's degree from an accredited college or university in related business/management field. Active Top Secret clearance with SCI eligibility 5-10 years' experience forecasting future financial requirements and preparing associated documents Program Objective Memorandum (POM), Presidents Budget, and Budget Estimate Submission (BES). 5-10 years' experience managing budget execution processes. 5-10 years resource management experience working with multiple DOD appropriations. Excellent written and oral communication skills and experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications
Desired Skills and Qualifications:
Prior Defense Threat Reduction Agency (DTRA) and/or military experience is a strong plus. Professional certifications (e.g. Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM). MBA desired.
