Job Description:

Seeking an Acquisition Specialist to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, CB Emerging Threats Division (RD CBS). The successful candidate will serve as a Budget Analyst, providing timely and accurate information of multiple Science and Technology Manager (STM) project milestone planning projections and monitoring, and provide support for the planning, programming, budgeting, and execution (PPBE) processes.

Principal Duties
Provide necessary input to ISS/ASR and create and manage Purchase Request Packages Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community; Provide support to acquisition and planning, programming, budgeting, and execution documents to include development of budget exhibits (R Forms) and Program Objectives Memorandum (POM) materials, for a research and development acquisition program. Assist in setting portfolio, project, and product level strategy and priorities; Create briefings and products for both technical and senior leader audiences; Track cost, schedule, and performance of chemical and biological defense related technical projects to ensure they continue to meet the objectives of the program; Assist with developing and tracking budgets and spend plans for a wide-ranging portfolio across multiple fiscal years; Assist with tracking project expenditures, supporting the development of funding award documentation and development/maintenance of program review materials; Provide technical and logistical support to the client and be prepared to provide insight for internal taskers; Provide assistance with acquisition /contracting strategy for projects and programs; Assist with planning, coordinating and executing stakeholder meetings and tracking project deliverables; Assist with contributing input for budget execution reviews, internal and OSD/PAIO, and monthly JSCBIS/JICAP comments as well as mid-year and end-of-year comments. Assist with managing and developing the PPBE (planning, programming, budgeting, and execution) process as well as developing budget/program briefs. Assist and Coordinate with Government Science and Technology Managers (STM's) the competitive award process and liaison with Government Financial Analysts and Contracting Officers to make awards in a timely manner while adhering to Federal Acquisition Regulations, DoD Acquisition Directives and DTRA specific Acquisition Directives.
Requirements
DOD Secret level clearance Successful completion of a full course of study in an accredited college or university leading to a BS, or MS, in a Business/Accounting/Financial Management related field, and/or five years experience managing projects and financials (preferably DTRA RD experience) and/or degree in a science field (e.g. biology, chemistry, physics) with experience managing RDT&E projects from a Program/Project Management perspective Minimum of five years' experience with a BS, or 3 years with a MS, and experience in: DoD Financial Systems with experience in research and development planning Managing and reporting on multiple RDT&E projects Administering a broad range of funding vehicles (e.g. OTAs, MIPR, 7600A, contracts & grants) and how they differ in obligations & execution Detail-oriented, self-starter with excellent communication and time management skills. High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software.
Desired Qualifications
Certified Cost Estimator/Analyst (CCE/A) Certified Defense Financial Manager (CDFM) Experience with Access, Oracle or SQL and familiarity with InfoPath Knowledge of Joint Chemical Biological Defense Program systems (e.g. JSCBIS/JICAP), DAI, and GFEBS Knowledge of the DoD acquisition policies, preferably with experience in the Joint CBDP
