Job Description:

Become an integral part of a team supporting the Navy's Data and Metrics Division in Naval Sea Systems Command (NAVSEA). Strategic Insight, Ltd. is seeking a Senior Manager Surface Warfare Officer (SWO)/Navy Ship Maintenance with significant surface Navy experience, including experience executing ship maintenance availabilities either as a member of ship's company or serving in a Regional Maintenance Center (RMC), shipyard, Regional Support Group (RSG), or Shore Intermediate Maintenance Activity (SIMA). Job location is the Washington Navy Yard, SE DC, and will be primarily on-site.

SEA 21 serves as NAVSEA's Director for Surface Ship Maintenance and Modernization and provides life cycle management for the Navy's in-service surface ships. SEA 21 manages critical modernization, maintenance, training, and inactivation programs. SEA 21's mission is to integrate maintenance strategies, modernization plans, training needs, and technical, logistics, and programmatic efforts to best manage the lifecycle of U.S. and partner Navy surface ships and systems from fleet introduction through transfer or disposal. SEA 21D leads the gathering and analysis of all Navy surface ship metrics and data analytics and coordinates across the Navy to develop strategies and plans to achieve more efficient and effective management of surface ship maintenance.

Responsibilities include but are not limited to:
Serving as a senior member of the government civilian - contractor team supporting the data gathering, curation, analysis, and strategic planning to help resolve inefficiencies and overcome obstacles to scheduling, planning, and completing surface ship maintenance availabilities on time and within allocated budget Helping Director and Deputy lead the team through execution of duties Representing the Director at meetings and events when Director / Deputy unavailable Assisting with preparing technical briefings and reports Managing and leading contractor team
Success for working in this position requires:
Significant surface Navy experience, including experience executing ship maintenance availabilities either as a member of ship's company or serving in a Regional Maintenance Center (RMC), shipyard, Regional Support Group (RSG), or Shore Intermediate Maintenance Activity (SIMA) Navy surface ship-related HQ experience (e.g., NAVSEA, SURFLANT/PAC, OPNAV N96) Self-starter with initiative, drive, and ability to think strategically and with foresight Familiarity and experience in briefing and interacting with senior DoD civilians and Navy Flag Officers Familiarity with data management and analytics required Experience with data visualization and artificial intelligence preferred Excellent oral and written communication skills Proficiency with MS Office Suite (Outlook, Word, Excel, and PowerPoint), including the ability to create spreadsheets, presentations, and prepare specialized reports Ability to work with sensitive and confidential information Excellent organizational skills, ability to prioritize and coordinate multiple tasks, work with technical projects, and work in a fast-paced environment Secret DoD security clearance
Education and Experience:
Bachelor's Degree required; technical field (e.g., engineering, information systems, data analytics) preferred Significant Navy surface ship experience, at least through Department Head level desired Experience executing ship maintenance availabilities either as a member of ship's company or serving in a Regional Maintenance Center (RMC), shipyard, Regional Support Group (RSG), or Shore Intermediate Maintenance Activity (SIMA) required Navy surface ship-related HQ experience (e.g., NAVSEA, SURFLANT/PAC, OPNAV N96) Data analytics or engineering experience preferred
Mandatory Requirement: Applicants for this position must have an active DoD Secret security clearance.
