Strategic Insight, Ltd. is seeking a Sr. Functional/Program Analyst to provide defense acquisition, policy and budget support. The job is on-site at the Pentagon, in support of Department of the Navy supporting the Planning, Programming, Budgeting and Execution (PPBE) process. This job r equires adherence to the Executive Order 14042 Ensuring Adequate COVID Safety Protocols for Federal Contractors.

Responsibilities include but are not limited to:
Review and provide input or recommendations for correction of required acquisition reports, such as Defense Acquisition Executive Summary, Selected Acquisition Report and Acquisition Program Baseline, and Earned Value Management. Maintain user accounts for DON users for the Defense Acquisition Management Information Retrieval, RD&A Information System and Defense Acquisition Visibility Environment (DAVE). Upload DON Acquisition Information into the Office of the Secretary of Defense (OSD) Acquisition Information Repository. Provide coordination support and analysis of ASN (RD&A) responsibilities under the Two-Pass/Seven-Gate Review process in accordance with the Secretary of the Navy (SECNAV) 5000.02F and Joint Capabilities Integration Development System directives. Support the Gate Review process by stakeholder outreach, schedule coordination and input consolidation towards briefs and reviews. Provide recommendations on process efficiencies within the existing framework of the Two-Pass/Seven gate review process. Perform analysis and develop output reports for various Acquisition policy related special projects or activities as required.
Success for working in this position requires:

Minimum 4 years acquisition, policy and budget experience with an emphasis on participating in research and development or program management within specified technical or operational areas to include requirements definition, specification, detailed design, design review, documentation and testing, analyzing cost schedule variances, interpreting statutes, regulations and policy statements.
Strong problem solving and strategic planning skills. High degree of attention to detail and accuracy in completing assignments, including, proof reading, grammar, and analytical skills. Proficiency with MS Office (Outlook, Word, PowerPoint and Excel), to include the ability to create spreadsheets, presentations, and prepare specialized reports. Ability to effectively communicate and work with others at all levels, as a team member. Ability to work with sensitive and confidential information. Self-starter, goal-oriented individual who provides timely feedback on progress made on assignments. Excellent organizational skills; ability to prioritize and coordinate multiple tasks, handle complex assignments, and work in a fast-paced environment. Excellent oral and written communication skills.
Education and Experience:

4 years of acquisition and HS diploma required (BS preferred).

Mandatory Requirement: Applicants must have an active Interim Secret DoD clearance at a minimum, with final Secret preferred.
