Job Description:

Norfolk Naval Shipyard (NNSY) is seeking skilled Electrical Equipment Repairers to help keep the U.S. Navy's ships, submarines, buildings, and other structures strong and sound. NNSY is home to approximately 12,000 military and civilian personnel, located in Portsmouth, Virginia on 1,275 acres and is one of the oldest and most multi-faceted shipyards in the country. JOB SUMMARY

The NNSY Electrical Equipment Repairer troubleshoots electrical systems, locates problems, and correctly isolates faults to a component level, determines the sequence of work and additional parts and material necessary to complete the repair with minimum equipment downtime. Repairs or replacements of assemblies and/or components take place to restore the equipment to a safe and reliable level of operation. Work is performed on a variety of electric-powered material handling and weight handling equipment such as electric-powered forklifts and pallet jacks, diesel electric locomotives, and portal diesel electric power supply carts, but the work is primarily on electric bridge and other building cranes, gantry cranes, stiff leg and floating derricks, hammerhead cranes, mobile cranes, diesel electric portal cranes, etc. The Electrical Equipment Repairer works with the aid of various tools including, but not limited to Volt/OHM and frequency meters, load banks, oscilloscopes, circuit analyzers (including laptop computers), wiring diagrams, blueprints, and service manuals. Repairs can include resolving complex problems on all types of AC and DC electric motors, junction boxes, generators (motor and diesel driven), voltage regulators, and constant potential and varying voltage control panels (including micro-electronic circuits and SCR drives), etc. Electrical wiring repairs can range from crimping and soldering to isolating and repairing faulty components. The Electrical Equipment Repairer is required to provide temporary power sources to WHE/MHE by connecting, testing, and operating portable diesel generators.

All work including preventive maintenance techniques, is performed to ensure that OEM, WHEM, and WHI standards are met and that the completed job meets all applicable safety standards.

The incumbent is required to drive various types of government vehicles and operate various types of government equipment for maintenance purposes.

DUTIES/RESPONSIBILITIES

Receive general supervision and instruction froma first line supervisor, work from technical work documents or verbalinstruction.
Possess the ingenuity and adaptability with acomplete understanding of the equipment to plan the sequence in which the workwill be performed.
Perform all work with high quality standards andin conformance to the written technical requirements of each job, while understandingand adhering to the National Electric Code (NEC), WHEM, and WHI.
Have the ability to trace circuits, locateelectrical defects, and recognize potentially dangerous conditions of highelectrical voltages.
Test equipment and components worked on ormodified to determine compliance with expected results, while ensuring personalsafety and proper and safe operation of equipment.
Become Lock Out/Tag Out qualified and alwayscomply with its requirements for isolation of energy sources prior to workingon equipment.
Work closely with one or more mechanics ortrainees of various trades, shops, and codes, including licensed equipmentoperators.
Ensures adherence to safe work practices andproper use and care of shop tools and equipment.
Have work checked upon completion to insure itmeets accepted trade standards and verbatim compliance to written requirements.
When formal or equipment-specific training isnot available, possess personal motivation to gain familiarity with systemsfrom on-the-job training from others, as well as self-studying ofmanufacturers' manuals, prints, drawings, and other technical data available.
Because of the many different types of equipment andcomponents, formal and equipment specific training is not always available. Inthe absence of such education, it is the responsibility of the incumbent to possesspersonal motivation to gain familiarity with the systems from on-the-jobtraining from others as well as self-studying of manufacturers' manuals,prints, drawings, and other technical data available.

Requirements
REQUIRED SKILLS/ABILITIES

Incumbent must have a thorough knowledge ofelectric principles and formulas.
Must possess an understanding of basicelectronics to accurately complete repairs on a variety of complex, electrical systems,and equipment.
Must be able to read, write, and interpretelectrical/electronic schematics, flow charts, service manuals, technical workdocuments, engineering instructions, and blueprints.
Must have a thorough working knowledge fromusing electrical/electronic symbols, color codes and basic math as it appliesto the electrical trade.
Must be able to troubleshoot causes of malfunctionsin equipment and modify or repair using routine and job specific procedures anda variety of work methods to perform simple to very difficult repairs.
Must have the ability to performs various dutiessuch as analyze interrelated meter indications, including digital (binary)outputs, to detect conditions like circuit overloads, improper line voltage orfrequency and repair defects in meters, transformers, generators, voltageregulating equipment, converters, and inverters and to determine and selectproper replacement parts necessary to complete repairs such as transistors,diodes, resistors, circuit breakers, fuses, and capacitors.
Must be able to repair, adjust, install, andtest a wide range of electric motors from fractional horsepower to ones of 50horsepower and larger, all AC and DC voltage types.
Must have the skills necessary to use electricaltest equipment including but not limited to Volt/OHM meters, frequency meters, growlers,meggers, phase rotation indicators, galvanometers, etc.
The incumbent is required to drive various typesof government vehicles and operate various types of government equipment formaintenance purposes and is therefore required to have and maintain a validstate motor vehicle operator's license.
The incumbent may also be required to qualifyfor proper licensing to operate forklifts, Category II & III pendantcontrolled cranes, aerial platforms, and bucket trucks.
Incumbent must be CPR qualified, NNSY trainingprovided, and may be required to become Rad Worker and respirator qualified.
Perform other work duties as directed by thefirst line supervisor.
EDUCATION AND EXPERIENCE

A High School Diploma or General EducationalDevelopment Diploma (GED) is required.
Employees in this rating use knowledge obtainedthrough prior substantial experience upon similar types of equipment/systems.The work demands broad trade knowledge to perform the assigned tasksresponsibly, using various types of electrical testing equipment such asohmmeters, ammeters, voltmeters, analyzers, and special electrical purposedevices.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

Heavy lifting, 45 pounds and over.

Straight pulling, pulling hand over hand,pushing, reaching above shoulders, use of fingers, both hands are required, walking,standing, crawling, kneeling, repeated bending, climbing, use of legs and arms,both legs are required.
Near vision correctable at 13" to 16" to Jaeger1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other.Good eye-to-hand coordination and dexterity is required.
Ability to distinguish basic colors and shadesof colors.
Hearing (aid permitted).
Ability for rapid mental and muscular coordination simultaneously.
Incumbent works both inside and outside, inconfined spaces, and in all weather conditions, including extreme heat, cold,humidity, excessive dampness or chilling.
Incumbent may be exposed to intermittent andconstant hazardous noise levels and vibrations from equipment as well as fine dust,toxic fumes, smoke, or gases, solvents (degreasing agents), grease and oils, silica,and asbestos, etc.
Work on equipment and cranes involves exposureto extreme heights, sharp edges, slippery and/or uneven walking surfaces, confined,cramped enclosures and voids, air and hydraulic pressures and exposedelectrical conductors.
Incumbent is required to work around machinery withmoving parts, moving objects or vehicles, on ladders or scaffolding, belowground, in close proximity with others and alone.
Incumbent will be required to wear a respiratorand must be respirator qualified to work in areas where respirators arerequired.
QUALIFICATIONS

Must be a US citizen.
Must have or be able to obtain and maintain aSecret Security Clearance based on a Single Scope Background Investigationwhich includes credit, criminal, and motor vehicle reports.
Must be able to drive various types ofgovernment vehicles and operate various types of government equipment formaintenance purposes. A valid state vehicle operator's license is required andmust be maintained.
Must be able to work assigned projects and shifts.
