Job Description:

Norfolk Naval Shipyard (NNSY) has an immediate opening for an experienced Compliance Investigator for the Command Evaluation and Review Office (CERO). The compliance investigator provides staff advisement, investigations, and compliance expertise on all matters including internal reviews, inspections, investigations, and inquiries affecting NNSY personnel, economies, and operations.

This position is responsible for managing, conducting, and directing high level, sensitive inspections, investigations, reviews, evaluations, and compliance work to isolate, identify, and recommend solutions to critical problems affecting one of the largest public shipyards in the nation. Risk analysis, evaluations and investigations often serve as the basis for substantive change and results in the detection and resolution of threats or challenges that could impact a substantial number of civilian and military employees, business practices of the Shipyard and the delivery of ships to support the Navy's strategic maritime mission. Violations detected could involve potential fraud, waste, or abuse for the NAVSEA IG, Shipyard Commander, department heads, Naval Criminal Investigative Service, as applicable.

NNSY, located in Portsmouth, Virginia, employs approximately 12,000 military and civilian personnel. Its mission is to repair, modernize and inactivate our Navy's warships and training platforms.

DUTIES/RESPONSIBILITIES

Serve as an independent investigator or as amember of a larger investigative team assigned to NNSY. The investigatorconducts large scale, complex and often highly sensitive inspections, audits,or investigations involving NNSY, other public shipyards, NAVSEA or localcommands as assigned.
Fully responsible for assigned NNSYinternal/external investigations as directed by DOD/DON/NAVSEA InspectorGeneral Hotline or the Commanding Officer. Investigations may include but arenot limited to personnel issues, worker compensation, civilian pay issues,resource management, supply, procurement, training, management and leadershipsystems, and applications of available resources. Situations may be associatedwith alleged abuse of command prerogatives, unequal application of law,regulation, procedure and/or policy, improprieties in the operation oforganizations of the installation, or highly sensitive situations which aredetrimental to the image of the Shipyard or the Navy.
Gather facts and performs analysis to drawconclusions that are reported in investigative reports that are clear, concise,and accurate with proper standards, allegations, and findings. Recommendappropriate action where necessary.
Assist with the evaluation and assessment oforganizations by reviewing such areas as resource management, civilianleadership, training, implementation of policies, compliance with regulationsand directives, business practices and operating procedures.
Collect documentary evidence and prepare writteninvestigative reports, briefings and executive summaries.
Process and track ongoing investigative actionson system databases. Conduct analyses to determine the motivating causes whensignificant numbers of complaints are received in a given subject area orinvolving a specific organization.
Ensure all complaints are properly addressed andfindings reported back to the proper authorities, while protecting individualrights, confidentiality, and interests of the Navy.
Participate in efficiency/compliance review(command evaluation) studies of Shipyard program operations/policies forefficiency and cost effectiveness.
Lead projects on segments of audit, evaluationand review programs as directed.
Performs other administrative, investigative,inspection, compliance and miscellaneous duties as required.


Requirements
REQUIRED SKILLS/ABILITIES

Knowledge of and skill in applying a wide range of complex inspection, investigation, and compliance principals, concepts, and practices sufficient to serve as an independent investigator or as a member of a larger investigative team.
Ability to select, adapt and apply a wide range of investigative and negotiation techniques as well as recognize discrepancies or inconsistencies in order to make sound corrective recommendations to senior shipyard military and civilian management.
Comprehensive knowledge of DOD, DON, 0MB, and NAVSEA program goals and objectives, and Shipyard program initiatives.
Ability to write detailed investigation plans and reports, outlines of proof, briefings, and information papers.
Thorough understanding on how regulatory programs are administered to select and apply appropriate program and measurement techniques in determining the extent of compliance with rules and regulations issued by the Shipyard or Headquarters.
General knowledge of shipyard operations and ship repair processes.
Knowledge of and the ability to use computer systems, databases and collection systems to document, track and collect information pertaining to inspections, investigations, and audits.
Inspector general investigation experience or Juris Doctor degree preferred.PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

The work is generally sedentary with occasional walking and standing when visiting NNSY work sites and conducting investigative surveillances.

The incumbent may be assigned to work areas where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to fumes, dust, noise, heat, ionizing and non-ionizing radiation, and chemicals. To ensure employee safety and health, the shipyard maintains personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personnel protective equipment, and medical surveillance. As part of medical surveillance programs, the incumbent may be required to take medical examinations to assess his or her medical qualification for duty involving work with these agents.

Travel may be required up to 10% of the time.



QUALIFICATIONS

Must be a US citizen.
High school diploma or GED required.
Must be able to obtain and maintain a SECRET security clearance based on a Single Scope Background Investigation which includes credit, criminal, and motor vehicle reports.
Must be able to work assigned projects.
