Due to the Pandemic and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace where this position is located, on a regular basis.

Duties Serves as an Environmental Protection Specialist in Flight Program Operations. Responsible for developing, implementing, managing, coordinating and evaluating environmental and safety programs and ensuring compliance with Federal, State, and local Environmental and Occupational Safety and Health (EOSH) laws, policies, orders, and guidance.
Will provide management, administration, and operation of the environmental programs on behalf of Flight Program Operations. Develops programs, enhancements, and/or operating procedures that are designed to eliminate, minimize, and/or control risks associated with environmental impacts generated by the various processes and mission activities throughout the organization.
Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities to address critical environmental compliance concerns, problems, conduct audits, and to develop/implement revisions to program requirements.
Applies experience and advanced technical knowledge of environmental and safety management concepts, principles, practices and procedures, regulations and precedent decisions to develop and recommend critical programs requiring modification of known safety and occupational health management techniques. Considers the objectives of Flight Program Operations when developing, integrating, and implementing solutions to diverse, complex problems. Typical assignments include implementation of the environmental program; responding to emergencies; resolving issues; acquiring resources to administer the program; managing specialists who are often involved in urgent facility related operational issues; identifying required EOSH training and conducting EOSH training as needed.
Will perform complex and sensitive tasks and must be familiar with all hazardous materials and hazardous waste regulations from EPA, OSHA, Executive Orders and all state, county, city, and local regulations. Ensures the design, development, and administration of environmental policies, objectives, practices, and obligations are compliant with ISO 14001 standards. Responsible for planning and programming; directing implementation; acquiring/analyzing data/information; identifying/resolving environmental program problems, issues, and deficiencies; responding to natural disaster; and the overall administration of the environmental program.
Also responsible for developing an environmental master plan to document the status of existing projects and identify funding requirements for future projects; plan and implement a minimization program for hazardous materials to reduce the volume and potential impacts generated by mission activities. Will develop, implement and maintain occupational safety and health programs. Responsible for ensuring occupational safety and health program compliance with applicable standards, regulations, statutes, codes, and industrial safety practices. Evaluates EOSH workplace practices and procedures to assess risk. Monitors compliance with applicable EOSH laws and regulations via workplace inspections.
Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work activities within established schedules.
Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches.

FV-I Qualifications:
