ARServices is seeking a Management Analyst to join our DHS CWMD Requirements Generation Team. This position requires an Active Secret clearance and the ability to obtain DHS Suitability. The position is located in Washington, DC.

With the threat of transnational terrorism and ongoing development of weapons of mass destruction (WMD) by nations potentially hostile to the U.S., DHS has taken steps to integrate the full range of its radiological, nuclear, chemical, and biological capabilities to enhance the nation's abilities to prevent terrorists and other threat actors from using WMD, and support operational partners in closing capability gaps along adversary pathways. As the focal point for this effort, DHS Countering Weapons of Mass Destruction (CWMD) Operations Support Directorate (OSD) requires advisory and assistance services to effectively operationalize CWMD by developing and enhancing the capabilities of the DHS Components as well as federal, state, local, territorial and tribal (FSLTT) partners. ARServuces provides advisory and assistance services (program support, training and exercise, medical operations, information integration, requirements generation, and operational coordination) to CWMD Operations Support Directorate (OSD).
Principal Duties Support requirements generation in accordance with the DHS Joint Requirements Integration and Management System (JRIMS) process. Perform the functions of an expert in the relevant Chemical Defense field in support of major programs or system development. Provide technical expertise in problem definition, analysis, requirements document development, and implementation for complex to extremely complex systems in the homeland security area. Apply scientific expertise in defining and resolving system issues, performing analysis, and developing plans and requirements for further analysis. Coordinates and manages the preparation of analysis, evaluations, and recommendations within Chemical Defense projects in support of federal personnel. Work independently or leads a project team in the development and delivery of guidance documents, exercises, and training in support of program objectives. Lead the development of a variety of analytic decision support products that meet National decision makers' and stakeholders' requirements. Prepare mission area and program progress/status reports, briefing charts, and related materials in coordination with stakeholders from DHS operational components and other CWMD directorates. Support development of Requirements Generation Products (Capability Analysis Study Plan, Capability Analysis Report, Non-Material Change Recommendation, Mission Need Statement, Concept of Operations, Operational Requirements Document) Qualifications Bachelor's degree in direct or related fields of national security, emergency management, environmental health, or similar. 2-3 years in experience in the fields of national security, emergency management, public health disaster management, chemical defense, or similar areas. Previous experience in requirements generation through Joint Requirements Integration and Management System (JRIMS) or Joint Capabilities Integration and Development System (JCIDS) process. Experience in federal acquisition process or requirements generation process preferred. Active Secret clearance and the ability to obtain DHS Suitability.
