This position is located in the Bureau of Overseas Buildings Operations (OBO), Deputy Director for Resource Management (RM), Office of the Executive Director (EX), Management Support Division (MSD), Administrative Support Branch (ASB). MSD provides essential general and administrative services in support of OBO’s worldwide mission and continuity of operations.
Major Duties:
As a Government Information Specialist assigned to the Administrative Support Branch of OBO/RM/EX/MSD, the incumbent performs a wide range of records management functions in support of the overall records management program of the Bureau that assist the principal records management specialist and EX management officials with efforts to develop and implement information life-cycle management in the Bureau. In furtherance of these responsibilities, the incumbent performs tasks and assignments that typically include, but are not necessarily limited to, the following:
Conducts research into best practices in records management and assists in the formulation of records management policies and guidelines for the Bureau;
Advises Bureau management officials and staff regarding the creation, maintenance, retrieval, and disposition of official information and records, and in applying policies, standards, and guidance;
Works closely with primary records management specialist to ensure that records management processes and programs are meeting legal and Departmental business requirements, and that OBO records systems are in full compliance with applicable laws and regulations;
Provides technical and programmatic assistance for transactions relating to transfer, retrieval, and disposition of Bureau records;
Assists the primary records management specialists in formulating the records portion of Continuation of Operations Plan (COOP) and in the conduct of records-related emergency preparedness and recovery planning and activities related to vital records and essential information.

Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Qualifications:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience with records management programs and the disposition of records.
Experience with specialized automated information and record systems for the storage and retrieval of records.
There is no substitute of education for specialized experience for the GS-12 position.
