LMI is a looking for a Budget Analyst Lead (SME) to support an Intelligence Community client. This position will be located in the Washington DC area.

Responsibilities
Provide expertise in several areas of financial management. Specific requirements include:
Apply appropriate levels of knowledge (increasingly expert) of Laws, regulations and related Federal financial management guidance (i.e., Chief Financial Officers' act, OMB Circulars and FSIO Core Financial Requirements, DoD Program and Budget Guidance, etc.) Apply appropriate levels of knowledge (increasingly expert) in understanding of Federal budget process (Budget Formulation, Congressional Action, Execution, Audit) Apply appropriate levels of knowledge of (increasingly expert), and ability to apply, financial concepts and theories to prepare budget exhibits, monitor funds, conduct financial reporting, and funds appropriationBudget Formulation
Demonstrates appropriate levels of knowledge (increasingly expert) in the development of key Planning, Programming, and Budget Documents (i.e., Integrated Planning Guidance, Program Objective Memorandum, etc.) Demonstrates appropriate levels of knowledge (increasingly expert) in preparing, reviewing, and consolidating budget estimates/exhibits Demonstrates appropriate levels of knowledge (increasingly expert) of program analysis and evaluation, budget-performance metrics analysis, and impact on budget planning and formulation to lead team Demonstrates appropriate levels of knowledge of the Planning, Programming, Budget and Execution (PPBE) processBudget Execution
Demonstrates appropriate levels of knowledge (increasingly expert) of budget processes: controls, justification and defense, and funds release Demonstrates appropriate levels of knowledge (increasingly expert) of spend plan execution against budget to ensure appropriations are properly aligned and tasks are accomplished within controls Demonstrates appropriate levels of knowledge (increasingly expert) of funds control execution and adjustment and report preparation Demonstrates appropriate levels of knowledge (increasingly expert) of budget phasing plans and benchmark development to properly reflect internal controls and tracking against executionFinancial Management Systems
Applies appropriate levels of knowledge (increasingly expert) of Federal Systems Requirements (General Ledger, Reporting, Funds, Payment, Cost, Fund Balance with Treasury, System, Reimbursable, and Technical Capability Management), and in reporting or data analytics tools. Applies appropriate levels of knowledge (increasingly expert) to identify financial management system/application requirements in functional areas, documenting and mapping related functional business processes and conducting BPR analysis within business architecture, data/information in information architecture, and system/applications within technical architecture Demonstrates appropriate levels of knowledge (increasingly expert) of financial management and execution databases and systems, such as DEAMS, ITS, CRIS, EDA, WAWF, DRDW.

Qualifications
Must have Top Secret Clearance with polygraph Bachelor's Degree in any field (Business, Finance, Accounting or Economics desired) 10+ years of relevant work experience in financial management in a classified environment (experience within the IC highly preferred) Senior level certification (e.g., Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM), Certified Public Accountant (CPA), Certified Management Accountant (CMA), Project Management Professional (PMP))
