PRIMARY DUTIES & RESPONSIBILITIES:
The Fully Networked Command, Control & Communications (FNC3) subject matter expert (SME) will support the Office of the Director of Defense Research and Engineering for Modernization (DDR&E(M)). The DDR&E(M) is the chief steward and advocate advancing the Department's investments and capabilities aligned with the National Defense Strategy's modernization priorities. The Modernization Priority Areas are led by a Principal Director (PD), who are collectively responsible for unifying and advancing the Department's investments and capabilities in the following areas: 5G Network Technology (5G), Artificial Intelligence (AI), Autonomy, Biotechnology, Cyber, Directed Energy, Fully Networked Command, Control & Communications, Hypersonics, Microelectronics, Quantum Science, and Space. The SME shall provide technical and engineering support for the DDR&E(M). The successful candidate shall provide current industry/government expertise and capability for the overall management, development, and maintenance of the Fully Networked C3 modernization technology roadmaps. Further, the SME shall be directly responsible for ensuring the accuracy, timeliness, and completion of all requirements under this the direction of the Fully Networked C3 Principal Director.
Specific duties include:
Maintaining modernization roadmaps. Roadmaps shall include all DoD activities and applicable program elements Modernization roadmaps shall be current and updated at the direction of the PD or the DDRE(M)
Coordinating roadmaps with key stakeholders, including, but not limited to, OUSD(R&E) Enterprise, the Services/Agencies and other key partners as identified by DDR&E(M) Refining and updating the roadmaps based on feedback from stakeholders and changes to technology development investments Supporting the PD's participation in the Joint All-Domain Command & Control Cross Functional Team (JADC2 CFT) and the C3 Leadership Board Assisting and preparing presentations and reports to DoD leadership, outside agencies, Congress, Industry Academia, Professional Societies and others Tracking the department-wide budgets for efforts aligning with their PD Assisting, preparing and conducting meetings
MINIMUM SKILLS & REQUIREMENTS:
Minimum of Master's Degree in relevant Science, Technology, Engineering or Math discipline. and fourteen (14) years' relevant experienceSME must have a minimum seven (7) years' in the area of expertiseStrong analytic, administrative, communication, computer, and organizational skillsSolid financial and planning skills
