Job Description:

This position functions as the Mechanical Engineer, providing OBO/Ashgabat a full range of critical engineering and construction quality assurance, management, and technical oversight of the Ashgabat NEC Project. This position is responsible for performing technical inspections of mechanical work, monitoring the contractor's quality control program, and reviewing project drawings and specifications to ensure compliance. This position is established to support and assist OBO/Ashgabat in ensuring the completion of the project in accordance with contract requirements.

PRIMARY DUTIES & RESPONSIBILITIES:

Ensures that the contractor is performing the required contract work in accordance with the design documentsReviews engineering shop drawings and determine if the contractor has complied with the final design parametersPerforms quality assurance tasks, ensuring contractor's work is properly inspected and corrective actions take place, ensuring materials meet contract, reviewing contractor submittals for compliance with contract requirements, and resolving conflictsMonitors the construction contractor's quality assurance and safety programObserves onsite construction and determine if construction elements are being installed, formed, and executed properlyMonitors construction progress vis-a-vis the project schedule and submit weekly progress reports with recommendations based on the technical review of project documents and field inspectionsPerforms technical inspections of the mechanical elements of the projectMonitors on-going construction work to identify problems or non-compliance with design or contract specificationsPrepares construction reports detailing construction progress and identifies any problems with the construction process. After problems are discovered:
Evaluate contractor's proposed remedyFormulate solutions for the Project Director/Construction ManagerReviews design documents (drawings and specifications) that the NEC prepares as well as performs quality assurance for the construction projectDevelops working knowledge of all technical requirements of projectsPrepares responses to Requests for Information (RFI) for questions related to engineeringEvaluates proposed submittal substitutions with engineering implications; makes recommendations to the Project DirectorCoordinates the development of Independent Government Estimates (IGEs) for modifications and change ordersReviews and evaluates design calculations and data from an engineering perspectivePrepares Monthly Progress Report summarizing project status with emphasis on engineeringOther related duties as assigned by the Project Director

MINIMUM SKILLS & REQUIREMENTS:

Bachelor's degree in mechanical engineering from an accredited program and a minimum of seven (7) years of experience in the commercial construction industry and on construction projects of similar scope and value to the project supported by this Task Order

Design office experience shall not count toward an employee's experienceA Professional Engineering License (PE) is acceptable in lieu of the degreeOverseas experience preferredMust have Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by the Defense Security Service at the time of considerationKnowledge of International Codes requiredMust be able to read design/construction drawings and be able to understand design narratives and calculationsMust understand and be able to interpret drawings in his/her discipline and have an understanding of the principals of his/her discipline and how it fits in with other disciplinesMust be able to review shop drawings and submittals from the contractor and determine if coordination with other disciplines are necessaryMust have current working knowledge of acceptable products and procedures, based on U.S. Standards

DESIRED SKILLS & REQUIREMENTS:

Specific experience with Building Automation Systems, monitor controls and disconnects, general plumbing, and HVAC systems highly desired


SRC IS A CONTRACTOR FOR THE U.S. GOVERNMENT, THIS POSITION WILL REQUIRE U.S. CITIZENSHIP AS WELL AS, A U.S. GOVERNMENT SECURITY CLEARANCE AT THE SECRET LEVEL WITH TOP SECRET ELIGIBILITY

WORK LOCATION: ASHGABAT, TURKMENISTAN (U.S. EMBASSY)


PROJECT DURATION: 12 MONTHS (FOR THE COMPLETION OF PHASE 1) WITH EXPECTED FOLLOW-ON WORK WITHIN THE DoS PROGRAM
