Job Description:

ARServices is hiring a Technical Project Manager to join our team supporting the Defense Threat Reduction Agency (DTRA) Research & Development (RD) directorate. In this position, you will apply strategic communications and project management experience to deliver programmatic support to Counterforce Systems Division (RD-CXS) functioning as an action officer with primary duties to:
Provide acquisition support to CXS leadership planning, programming, and execution of defense acquisition programs in accordance with DOD Directive 5000.01.Author executive correspondence, program briefings, etc. and plans/facilitates senior leader engagements.
The successful candidate will work classified programs often independently representing government interests and coordinating with senior leadership from the interagency and combatant commands. Candidates must have a demonstrated ability to collaborate and build partnerships with federal interagency partners and within the Department of Defense, in particular those agencies who conduct sensitive operations. Other required skills include:
Stakeholder managementCounter Weapons of Mass Destruction (CWMD) knowledgeExperience with DoD Combatant CommandsAcquisition Program Planning and Project ManagementAnalytical Research (assessing threats and market research)
Acquisition project management requires an understanding of Department of Defense Acquisition System (DoD Directive 5000.01) and experience with DoD program support. The successful candidate will apply experiential knowledge to:
Develop acquisition strategies and procurement documents;Support the design of the program to meet capability gaps;Develop and monitor program plans for assigned projects;Coordinate and lead support to contracting officers up through contract award and administration functions to support the customer;Prepare and maintain program management execution reports; and,Support overall management of R&D projects related to cost, schedule, and performance.
Requirements

Experience:
5+ years professional experience in assignments of successive responsibility culminating in a minimum of 1 year as a project manager.Experience with DTRA is preferred.At least 3 years' experience working within the DoD preferably in Research, Development, Testing and Evaluation and as such, familiarity with the Acquisition Life Cycle and various contracting/procurement methods the government uses to acquire goods and services.
Skills/Competencies:
Ability to work independently and demonstrated successful project management reporting and execution; excellent communications at senior levels; demonstrated success at multi-year fiscal planning and execution; and, fully versed in MS Office software suite;
Behaviors :
Team player not afraid to be accountable and take initiative, anticipate requirements, implement self-developed plans for on-time, under budget success with minimal supervision; comfortable organizing and stewarding matrix organizations, able to manage and work multiple tasks simultaneously and successfully de-conflict multiple demands from equal stakeholders;
Knowledge:
DOD Directive-5000.01 program management, work experience with DTRA and/or the DoD Combatant Commands, minimum of three to five years' experience in DoD acquisition, program management or contracting is required;
Education: BA/BS degree preferably in management, business, or policy.

In addition to the must have requirements, the ideal candidate will also possess the following: (these are differentiators, but not requirements of the job)

• Skills: demonstrated successful project management to include communications at the General Officer / SES level, and fiscal planning and execution management of annual budgets in excess of $20M;

• Behaviors: leader willing and able to do all duties and functions of the program management team

• Knowledge: Detection and defeat of chemical, biological, radiological or nuclear weapons of mass destruction

• Education: Master's degree in management, business, or other related training (e.g., previous certification as DAWIA acquisition professional, membership in DOD acquisition corps, or Certified Project Management Professional).
