ARServices is seeking a qualified Chemical Biological Defense Technical Program Manager to provide Assistance and Advisory Support (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Technologies Department, Battlespace Management Division (RD CBI). The TPM will provide scientific, acquisition, and financial management support to the Government Science and Technology Managers and Acquisition Program Manager on projects developing novel and state-of-the-art technologies to protect U.S. warfighters against chemical and biological threat agents.
Assist with developing and tracking budgets and spend plans for a wide-ranging portfolio across multiple fiscal years; Assist with tracking project expenditures, supporting the development of funding award documentation and development/maintenance of program review materials; Assist with preparing procurement documents and forms, and compiling acquisition documents for procurement packages (e.g., MIPR, IO, grants, contracts, OTA, etc.) to ensure speedy delivery of funds for projects. React quickly to evolving tasks, as certain circumstances require packages to be prepared with 24 hours; Assist with managing and developing the PPBE (planning, programming, budgeting and execution) process as well as developing budget/program briefs; Provide technical and logistical support to the client and be prepared to provide insight for internal taskers; Provide assistance with acquisition /contracting strategy for CB projects and programs; Assist with planning, coordinating and executing stakeholder meetings and tracking project deliverables; Draft presentations, informational papers, fact sheets, and talking points on the status of current and future CBRN defense projects and initiatives. Attention to details is required as products are expected to be shared with mid-level, senior (GS-15), O6 and above, and SES personnel. Accurately review and provide advice on project statements of work, cost proposals, monthly reports, quad charts, and financial and scientific reports to identify potential risks and issues with projects. Provide recommendations, path forwards, or mitigation strategies for resolutions. Input into required databases and SharePoint sites details relating to acquisitions. Liaise with industry, start-ups, government and academia performers. A successful TPM will utilize their knowledge to evaluate and analyze novel technologies, research, proposals, and data to ensure accurate and reliable information and provide recommendation to the government. Assist with special projects, key meetings, and administrative tasks as required to support Acquisition Manager and the rest of the CBI team including scheduling meetings, drafting meeting minutes, sending emails, and taking notes.
Minimum of Secret DoD clearance Bachelor of Science plus 9 years of relevant experience or MS/MBA plus 7 years of relevant experience Knowledge of DoD acquisition and PPBE policies/processes; Detail-oriented, self-starter with excellent communication and time management skills; Excellent communication skills for interface with customers and with team members; Knowledge of contracting procedures Strong Excel, database, pivot table, and PowerPoint abilities
PMP Certification from PMI; Experience with the DoD Chemical and Biological Defense Program (CBDP); Project management and/or acquisition experience in research and development.
