ARServices is seeking a Technical Project Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Advanced & Emerging Threats Division (RD CBS). The successful candidate will serve as an action officer and advisor for a science and technology portfolio of projects developing medical chemical countermeasures, and provide support for, and coordination of, RDT&E acquisition and planning, programming, budgeting, and execution processes.
Review proposals, technical reports, and statements of work to ensure technical validity and evaluate current and emerging medical technologies and facilitate cross-communication regarding program priorities and courses of action Provide insight on drug development/discovery, to include product development, clinical protocols and regulatory procedures Participate in Integrated Product Teams and serve as technical and programmatic point of contact Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community Provide support to and coordination of acquisition and planning, programming, budgeting, and execution processes Assist in setting portfolio, project, and product-level strategy and priorities Ensure portfolios are responsive and mapped to program goals and requirements Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences Create briefings and products for both technical and senior leader audiences Track cost, schedule, and performance of chemical and biological defense-related technical projects to ensure they continue to meet the objectives of the program Advise the program team on risk assessment and risk management, technology portfolio and pipeline management, business and contracting strategies, technology transfers, and intellectual property management
DOD Secret level clearance with the ability to obtain Top Secret Successful completion of a full course of study in an accredited college or university leading to a BS, or MS, in a Biology, Chemistry or another equivalent field such as Pharmacology, Toxicology, Medicinal Chemistry or Biochemistry At least five years' experience with a BS, or 3 years with a MS, and experience in: Project Management and/or acquisition experience in research and development or; S&T project management experience in laboratory and program management office or research and development environment; Familiarity with drug development/discovery procedures and related regulatory standards Detail-oriented, self-starter with excellent communication and time management skills High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software
Knowledge of traditional and emerging chemical warfare agents Expertise in drug discovery/preclinical development is a plus Demonstrated pharmaceutical industry experience in drug discovery and/or preclinical development of small molecule drugs or biologics is a plus Knowledge of the U.S. Food and Drug Administration regulations and processes, including the "Animal Rule" Knowledge of the DoD acquisition policies
