Job Description:

ARServices is looking for an experienced and dynamic Senior Business Analyst to support a DoD customer in creating, launching, scaling, and operating a Cloud-based incubator to test new technologies and partnerships to advance the agency's mission. The right person will be experienced in research and development environment, curious and capable of seeing and creating the possible, comfortable with new and emerging technologies, and a strategist able to move adroitly from concept to execution. This is an exciting time to help to shape and implement a new program from the ground up.

Prior experience managing a team and working in a research and development (R&D) or testing and evaluation (T&E) environment is preferred.

The work will be performed from ARServices offices or Fort Belvoir, VA

Principal Duties
Conduct market research and perform business analyses to help to build out the project concept including developing a business case for a new research and development program Support development of a concept of operations and project charter to include a proposed work schedule showing milestones, critical partnership activities, methodologies, and dependencies for the implementation of the project Define and establish specific functional workstreams (which may be cross-organizational in nature) in support of launching the project Facilitate and coordinate the planning and scoping of partnership efforts associated within each workstream, especially pertaining to support agreements and/or MOUs Assist in the analysis of policies related to the project, communication of policy changes, and the development of policy guidance and documentation, including assisting in the development of policy briefings and other communications or training material Coordinate the integration across various functional workstreams to ensure activities are aligned to eliminate redundancy, unintended duplication, and enhance overall efficiency As requested, support the tracking and reporting of financial expenditures, provide inputs to budget formulation, support budget execution, and collect data to support related cost and financial analysis of incubator activities and initiatives Ensure schedules, budget, and program workstreams are defined, managed, and reviewed in accordance with all agency policies, requirements, processes, and guidance Define overarching program metrics and workstream metrics; support the development of schedules; manage integrated program schedules; and provide support to workstreams to ensure up-to-date and accurate schedules Manage risks and issues aligned to the work performed on this contract to ensure each workstream is producing according to plans and issues are identified early along with corresponding strategies for mitigation or elimination of risk Plan and prepare reports, memoranda, manuals, and other program/process development documentation. Work with the project team in developing/applying business and process-oriented improvement methodologies. Advise and implement best practices, plans, and techniques for effective change management
Requirements
A Bachelor's degree in Business or related discipline from an accredited college or university At least 7 years of relevant experience in analysis, program design, program implementation, or related field Understanding of and experience in research and development processes of the Department of Defense and/or Federal Government Demonstrated ability to assess technology, conduct market research, review research and development proposals, draft and implement project plans, support acquisitions, track and report financial information, and critically evaluate qualitative and quantitative data to assess progress and results Write clearly and present complex information with precision and concision Ability to work collaboratively with diverse stakeholders within organization, across DoD, academia, and private sector Proficiency in using Microsoft Office Suite and be capable of learning advanced skills in all applications Must be able to attain at a minimum a SECRET clearance
