Summary
You will serve as a Marine Transportation Specialist in the Operations and Plans Department (N3) of MILITARY SEALIFT COMMAND.

Responsibilities
You will assist the Project Officer by providing administrative recommendations and support for all matters pertaining to contract operation and lay berthing of Sealift ships. You will perform functions for the Project Officer for management of MSC's portion of the transportation program covering the movement of cargo to and from CONUS to worldwide locations. You will cross train others in the Sealift Program in the preparation of requirements for special cargo lifts requiring negotiated rates or chartered ships. You will monitor, assist, and provide direction to all agencies dealing with logistical, maintenance and technical support of FSS/LMSR. You will monitor and make required inputs to classified network cargo/ships tracking systems such as HELM, GCCS Newsgroups, and JOPES. You will recommend ships to be placed in reduced operating status or to be inactivated, redelivered, or transferred between MSC Area Commands.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This position is eligible for part time, full time or ad-hoc telework at the discretion of management. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience initiating procurement action for ships to meet special cargo lifts; Experience providing direction over all plans, programs and appraisals governing the readiness of all dry cargo ships; Experience determining minimum characteristics of the towing vessels; Experience monitoring and making inquiring to classified networked cargo/ships tracking systems such as USTC SMS; Experience Monitoring, coordinating and assisting in conducting operational inspections, surveys and reviews to ensure employment and operation of all Sealift Program ships.
