LMI is seeking a Program Manager with experience in leading large, multi-disciplinary teams and who has Department of Defense Test and Evaluation and/or Test Range Oversight Experience.The Program Manager supports the development and enhancement of solutions for program management in support of LMI's federal government clients. The PM will lead onsite client delivery of engineering, technical, administrative, and analytical support to the Test Resource and Management Center. The position will lead LMI teams in the delivery of these services to our clients, while ensuring quality, and managing cost, schedule, and performance. The candidate should be familiar with Department of Defense test and evaluation sites and TRMC processes for managing oversight and forecasting future support requirements for them.

Tracking cost, schedule and performance, as well as prepare documents (requirements, acquisition and procurement) and develop policy, procedures and report status to all levels Ensure requirements are met including quality of product and services, cost control, timeliness and business relations Create, maintain and provide Contracting Officer's Representative (COR) with annual detailed budget forecasts on a calendar and/or fiscal year basis for each task order Conduct formal contract financial reviews as required for each task Manage staffing requirements and maintain and provide COR with current and projected overall and individual contractor staffing levels Ensure an adequate quality assurance program and process are in place and strictly adhered to for all products and services Responsible for business relationships with all other stakeholders and partners Prepare monthly cost reports and ensure such deliverables are submitted in a timely fashion and of high quality/accuracy. When appropriate, propose a plan to correct any cost variances or projected rate adjustments Develop briefing templates and governance requirements Prepare executive reports and presentations, including all documentation requirements. Track and review documents and guidance for improvement Prepare briefing charts, scheduled meetings, kept records and record minutes, prepared after-action reports in support of technical reviews and investment reviews Responsible for managing all subcontractors engaged Work with a diverse set of stakeholders in geographically disbursed areas Support business development and bid and proposal efforts by acting as the overall solution architect for opportunities, bringing together capabilities across LMI to define a solution that meets and exceeds client expectations
Bachelor's degree and 15 years relevant experience related to test and evaluation OR Master's degree in engineering, physical science or management with 12 years relevant experience related to test and evaluation OR Master's degree in engineering, physical science or management with 10 years of experience in test and evaluation with program management Project Management Professional (PMP) preferred Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment Excellent computer skills, specifically in Microsoft Word, Excel, and PowerPoint Excellent oral and written communication skills Ability to communicate well with leadership, peers, and staff at all levels to facilitate excellent teamwork Proven experience in pursuing and capturing new federal business, including building and leveraging relationships, developing effective teaming and win strategies, and writing winning proposals Experience or training in structured capture management and proposal development techniques (e.g., LCG, Shipley or SM&A) is a plus Requires a broad knowledge of Program Management with emphasis on cost and schedule management and multiple contract types including Cost Plus Fixed Fee (CPFF) Active Secret clearance required; Active TS with SCI eligibility is a plus
