Job Summary

This position supports Commander, Undersea Warfighting Development Center (UWDC) Norfolk, VA. The person in this position serves as Submarine Electronic Warfare Requirement Specialist and provides support, guidance, and subject matter expertise to UWDC Norfolk's EW Cell Lead in matters pertaining to Electronic Warfare, including the conduct of presentations to Flag/General Officers, Senior Executive Service (SES) and other senior military and civilian leaders. Additionally, the person in this position will serve as UWDC's assistant manager for the execution of the Submarine Force Electronic Warfare (EW) Wholeness Campaign Plan.

Essential Duties and Responsibilities

• Support the administration and operation of COMSUBFOR's EW Wholeness Campaign Plan. UWDC is the executive agent for the Campaign Plan.

• Provide electronic warfare capabilities and programmatic recommendations to COMSUBFOR/LANT/PAC based on threat conditions, current operations, and operational plans. Integrate and articulate fleet EW warfighting, readiness, and personnel capability requirements via COMSUBPAC, COMSUBFOR, and USFFC.

• Identify capability gaps in EW requirements for the Submarine Force. Interface with fleet representatives, laboratory partners, and acquisition managers to gather data on performance capabilities of current systems. Remain engaged with acquisition community to provide insight into the viability of new and emerging warfighting capabilities.

• Prioritize required capabilities to mitigate gaps and recommend policy and Doctrine, Organization, Training, Material, Leadership, Personnel and Facilities (DOTMLPF) solution sets in the Integrated Prioritized Capabilities Lists (IPCLs) for Information Warfare (IW) and Undersea Warfare (USW).

• Assist Action Officers in the development and maintenance of fleet Concept of Operations (CONOPS) pertaining to EW.

• Conduct reviews of EW-related studies.

• Participate in the Submarine Electromagnetic Working Group (SEMWG) and the Navy's Electromagnetic Spectrum Operations (EMSO) Working Group.

• Participate in the Fleet Training Requirements Management Group (FTRMG) and Fleet Training Wholeness (FTW) Group.

• Provide UWDC support to NIWDC's Warfare Tactic Instructor (WTI) program.

• Provide subject matter expertise to assist Fleet Collaborative Teams (FCTs), SYSCOMs and OPNAV Program Sponsors in their acquisition of new capabilities and EW combat modeling and simulation.

• Participate in fleet, theater, and national-level EW-related forums and working groups.

• Serve as assistant for the USW Improvement Program Electronic Warfare FCT. Provide assistance within other Navy EW FCT working groups and industry cross-functional teams (CFT).

• Provide prioritized input on integrated EW requirements, experiments, and programmatic options to improve readiness, mission performance, and speed delivery of new EW technologies to the fleet.

• Provide support to UWDC N8/9's Fleet Experimentation (FLEX) Cell.

• Consolidate and synthesize gathered data into clearly understandable reports, lessons learned and insights for use throughout the EW community.

• Prepare reports and presentations for the EW Wholeness Campaign Plan.

• As necessary, prepare technical and status reports.

Minimum Job Requirements

• Demonstrated expert level knowledge of EW at the operational and tactical levels.

• At least 3 years experience in EW operations and planning.

• At least 3 years experience in EW training.

• At least 3 years experience in Navy program management.

• At least 3 years experience conducting presentations to senior military and civilian leaders.

• Bachelor's degree with a concentration of study in a technical or military-related field.

• Expert knowledge of U.S. EW doctrine and broad knowledge of USW and integrated USW doctrine across all platforms and warfare communities.

• Knowledge or equivalent experience in the organization and functions of Navy/Marine Corps staffs.

• Demonstrated superior attention to detail, coupled with a proven history of working issues with other staff members, understanding their requirements, and the ability to solve problems independently.

• Must meet eligibility requirements to obtain and maintain Top Secret / Sensitive Compartmented Information (TS/SCI) clearance. Will be subject to a government security investigation to gain a Top Secret/SCI clearance. A non-disclosure agreement must be signed.

• Must be able to stand for extended periods without undue assistance.

• Must be a U.S. citizen.

• Must be able to obtain and maintain a U.S. Passport.

• Must be able to travel frequently both domestically and internationally unassisted.

• Must have a driver's license or ability to obtain a state driver's license.
