Job Description:
Essential Functions and Job Responsibilities:
Perform Type 1 Accreditations for DHA and VAProvide enforcement of security and compliance related tasks against VA's accreditation boundaries of systems, to include performance reporting and analysis of trends across VA's information security compliance programProvides technical, management, and operational security control subject matter expert services on compliance requirements reflective of the Risk Management Framework (RMF)Evaluates the processes, tools and techniques needed to achieve Cyber Security program strategic objectives and provide direction on compliance standards to meet VA's RMF/ National Institute of Standards and Technology (NIST) requirementsProvides hands on oversight and management of multiple large projects across Cyber Security strategic programs to meet technology and business requirements on time and within budgetResponsible for identifying and mitigating risks and issues, issue escalation, remediation processes, and developing and implementing actionable plansMaintains oversight and accountability for program performance including creation/review of key project deliverables and compliance metricsAbility to analyze an existing network and evaluate network security risks with proficiency in technical reviews of PPSM for network boundary protection
Minimum Requirements:
Experience with Government Security Requirements as outlined in NIST guidelineExperience managing resources performing multiple project related tasksExcellent customer-facing communication skillsStrong time management and analytical skillsCISSP CertifiedeMASS trained and certifiedWorking with ATO/ATC artifacts (PPSMs, Risk Assessments, POAMs, Scans)Minimum of 5 years of experience. An additional 8 years of relevant experience may be substituted for degree requirementsCurrent and active DoD Secret clearance or higher (Interim Secret may be accepted on Government approval)Current and active DoD IA Workforce Information Assurance Manager (IAM) level 3 certification (e.g., CISM, CISSP, GSLC, or CCISO)Experience defining and creating architectural depictions and documents, ensuring logical flow, and addressing all issuesAbility to design and discuss system strategies for platform, applications and networksKnowledge of VA and DoD cybersecurity policies and ATO/ATC processesAbility to generate security documentation to support ATO/ATCExperience creating and reviewing of SSPs, Hardware/software inventory lists, Interface Control Documents,and other components of securityExperience dealing with risk management as it relates to systems with emphasis on security controls and POA&MsBachelor's degree in Computer Science, Electronics Engineering or other Engineering or technical discipline
Desired Skills:
Experience with Enterprise Mission Assurance Support Service (eMASS) applicationPresent and/or experience working with the Department of Veterans Affairs (VA), Office of Information & Technology (OI&T), Department of Defense (DoD)Experience as an ISSO or ISSMExperience integrating electronic health records a plus
