Supervises, assigns, coordinates and evaluates semi-skilled and skilled trades personnel according to their skill, experience and job knowledge. Supervises and trains employees to improve quality and quantity of work performed. Recommends training to enhance skill and productivity of employees, and assists in development of training procedures. Breaks broad strategies down to practical action plans and ensures employees are trained to perform these plans. Responsible for complying with all technical aspects of the job including adherence to all drawings, procedures, etc. Responsible for manufacturing, installation, operation, testing, and process operations that have a significant financial impact on the company's performance. Supervises qualified trades staff; monitoring job and budget performance for all shifts. Accomplishes repair and modernization on aircraft carriers through MSRs and Sub-contractors ensuring schedule, cost, quality and safety standards are met at all times.
Specific job description:
-Plan and review schedules and revisions and establish priorities for work activities within areas of responsibility to ensure repairs are completed within schedule and budget restrictions, and in accordance with customer specifications, codes, policies and procedures.
-Monitor progress of repair activities, and resolve problems through interface between all activities, both in the field and at the home office to ensure efficient and cost effective job and contract performance.
-Schedules and conducts inspections of both in-process and completed work with Southwest RMC and Ship's Force to ensure all work meets quality specifications. Coordinates testing with the appropriate repair activity, Ship's Force, Naval Shipyard, and Southwest RMC personnel.
-Develop and implement methods and recommendations for the effective utilization of materials, rigging, job sequencing, testing equipment, and manpower. Determine installation techniques, and equipment and materials utilization that are economical.
-Supervise NGSB-NN subcontractors, oversee the organization and ensure properly qualified personnel are on the job.
-Resolve discrepancies existing between contract specifications and work actually required to complete modernization/repair. Review language, recognize discrepancies and determine responsibility in order to recommend the action required for job performance. Coordinate contractual work changes with respective Company and customer personnel.
-Seek consultation, as appropriate, for planning, material specifications, quality requirements and procedures, and engineering in order to accomplish assigned tasks and ensure compliance with procedures, drawings, quality standards, testing, and inspection requirements.
-Monitor and control overall work progress, review schedules, materials/work orders, and software needs to avoid delays in schedules and construction and ensure the orderly and safe completion of activities within budget limitations and schedule restrictions.
-Review man-hours expended against budget and reported physical progress for assigned work items, and take appropriate corrective action when required.
-Provide clear and concise written and verbal status updates on both a daily and weekly basis to both internal management and external customers.
-Identify potential Project Level risks to cost, schedule or technical criteria, to the greater Project Management team and support identification and implementation of formalized Risk Mitigation plans.
-Ensure a safe and healthy work environment in compliance with the applicable local and federal regulations.
BS/Apprentice + 8 years construction/project management experience in ship repair and modernization OR Non-BS/Non-Apprentice + 12 years construction/project management experience.in ship repair and modernization.
