WR is seeking a Proposal Manager that facilitates the proposal development process from start to finish. Often acts as writer and editor.
Position responsibilities will include, but are not limited to the following:
Ensures a compliant, compelling proposal submission. Manages proposals during the development process, balancing deliverables for multiple bids and business development efforts simultaneously. Leads proposals, and also supports efforts led by other proposal managers, acting as Section Lead or Volume Lead as required. Develops, socializes, and vets compliance matrices, the annotated proposal outlines, and the master schedules. Supports development and dissemination of win themes, discriminators, and other strategic proposal components; ensures these elements are incorporated into the documents. Leads and supports kick-off, daily-stand ups, and other meetings, as required. Directs the writing team; sends correspondence regarding writing assignments, schedule, data calls, and Questions to the Government to contributors and subcontractors. Finalizes proposal schedule and ensures all proposal development milestones are met. Analyzes Amendments and disseminates overview to the proposal team. Edits and ensures one-voice; often also acts as a Proposal Writer. Incorporates input from team to produces color review drafts (Pink, Red and Gold) and final submission. Sends color review invites and leads color debriefs. Ensures proposals are compliant. Performs rigorous quality assurance checks on draft and final documents. Manages post-proposal submittal activity, including Evaluation Notices (EN), Deficiencies and Clarification Reports (DR/CR), internal lessons learned, in coordination with Program Manager and Capture Manager. Maintains Proposal library repositories of past proposals, resumes and past performance citations. Ensures configuration control of all working and final documents, adhering to process and defined filing conventions.
Candidates must possess the following knowledge, skills, and experience:
Bachelor's degree in related field required. At least five (5)+ years of experience with government contracting and proposals. Writing experience required. Advanced skill in Microsoft Word, Adobe, Excel, and PowerPoint. Excellent professional writing skill. APMP certification or coursework a plus.
Ability to obtain and maintain and Active Secret Security Clearance.
