B3 Group Inc is looking for an experienced Project Manager that can also function as a Scrum Master to support an initiative within the Department of Veterans Affairs (VA). A Project Manager must have experience in managing Information Technology related projects. Must be well versed in life cycle and project management methodologies. Must have experience in tracking costs, schedule, and performance progress. Must be able to identify and mitigate risks. As a Scrum Master, this role will support multiple projects of medium to large scale through all sprints/iterations and phases of the project. They will organize and facilitate sprint planning and release planning, daily stand-ups, sprint reviews, retrospectives, and other agile related events. They will also track and communicate team metrics and sprint/release progress to all teams and management. Prefer PMP (Project Management Professional) and CSM (Certified Scrum Master) or PSM (Professional Scrum Master) certifications.
A B3 Manager will have experience with diverse projects both large and small. They will be able to manage a portfolio of projects, support proposal efforts, business development opportunities. A B3 Manager will be well versed in the full systems development life cycle, strategic information planning, business process reengineering, structure, and management practices. They will be able to identify and mitigate risks to the program, manage cost, schedule, and performance. The B3 Manager will mentor other B3 employees across the organization, coach team members, and work with the Human Capital Director to address performance challenges.

Qualifications

Key Responsibilities:
Managing the customer relationship and providing technical direction and leadership Identifying and mitigating risks to the program. Managing to cost, schedule, and performance Effectively leading technical professionals and a cross-functional team Ensuring execution of quality deliverables within established schedules Collaborating with teams across the customer organization to improve processes, results, and customer experience Ensuring the organization and processes remain aligned with customer policies and external directive In partnership with the scrum teams on user story sizing and acceptance criteria definition, facilitate the definition of a minimal viable product, and leads continuous refinement and prioritization of the product backlog. Ensure the development teams are embracing and practicing core agile principles. Update agile tracking systems to provide transparency on product and sprint backlogs. Develop, review, and/or analyze project management documents (project charter, organizational breakdown structure, work breakdown structure, program/project management plan, responsibilities matrix, etc.). Support program/project requirements through analysis of client strategy and needs documents, such as balance scorecard, vision and scope documents, and program road maps. Use project management methodologies and Agile scrum methodologies as applicable to the project. Perform schedule and/or backlog development, maintenance, and revision/grooming. Support project requirements, scope, and change management issues Coordinate and manage documentation, presentations, and processes in compliance with organization standards. In order to be successful in this position, we expect you to have the following skills and experience:
Bachelors Degree required in Computer Science, Engineering or another Technical discipline, OR a minimum of 8 years equivalent work experience in lieu of degree. Must have at least 8-10 years of related project management experience. Prefer at least 5 years of demonstrated and hands-on experience as a Scrum Master. Must have related certification (CSM or PSM). PMP strongly preferred. Able to define and implement project metrics for scope, schedule, cost, and quality. Able to use project management tools such as MS Project, SharePoint, and capacity models Experience leveraging data and metrics to help drive decision making Outstanding written and verbal communication skills Solid interpersonal skills and demonstrable team-building skills Must be able to obtain and maintain government clearance. Experience adapting to new technologies is a plus. Candidate should be a self-motivated, independent, detail-oriented, responsible team-player and exhibit exceptional relationship management skills. Ability to work collaboratively and lead/work within a dynamic team environment. Desired / Preferred Qualifications:
Experience supporting the Department of Veterans Affairs and/or other federal organizations. Experience managing projects within an Agile environment strongly preferred. Successful B3 Group employees will display the following characteristics:
