B3 Group is looking for an IT Project Manager to support a multi-year, high-profile software development project in support of the Department of Veterans Affairs. The IT Project Manager will work closely with a team of other project managers and engineers to support the growth of reliable, scalable, and high-performance SaaS and PaaS solutions for the Department of Veterans Affairs. This is a cross-functional role that will work closely with technical experts and business executives to define, execute, and deliver the product lifecycle.
A B3 Technical Manager will be experienced in conducting analysis of various commercial off-the-shelf computer applications and internal applications and identify strengths and weaknesses for use in different environments. They will have experience in the application and consumption of system resources and be able to detect problems. The B3 Technical Manager will direct and guide junior members of a project team and give feedback to developers. They will have the ability to thoroughly identify strategies for addressing requirements, risks, and issues, as well as conduct detailed trade-off analysis of requirements against fiscal, schedule, and performance issues. The B3 Technical Manager will have extensive experience in the coordination of program and project leaders to identify requirements for systems and recommend a path forward. They will be able to manage a portfolio of projects, support proposal efforts, and business development opportunities.

Qualifications

Key Responsibilities:
Support a portfolio of SaaS and PaaS products throughout their respective lifecycles (acquisition, production, sustainment) Manage the flow of work through the respective process lifecycles and project team throughput to maximize capacity of projects that can be worked through the team Leverage operations data to project forward capacity for existing work that can be completed and new work that can come into the project team, and communicate that information effectively to Department of Veterans Affairs stakeholders Own the relationships with product stakeholders (e.g. product sponsor, product vendor, etc.) Own the relationships with the 3PAO, sponsoring agencies, and FedRAMP PMO for the Product Success Manager's portfolio Properly identify, remediate, communicate, or escalate technical and program risks Gather and report both program and technical metrics Able to work in fast-paced Agile development environment Oversight of project schedule, planning and tracking In order to be successful in this position, we expect you to have the following knowledge, skills and abilities:
8+ years of proven work experience as a project manager Demonstrated experience with project and program management methodology to include managing project schedules, timelines and dashboards Previous customer facing federal government project management experience; technical project management preferred Superb soft skills including the ability to gain the trust of stakeholders and senior management and negotiate priorities with outside teams Working knowledge of the software development life cycle (SDLC) for SaaS applications Excellent verbal and written communication skills Strong analytical and problem-solving skills Bachelor's degree required. Ability to lead and work collaboratively in dynamic team environment. Must be able to obtain and maintain Public Trust clearance. Must be able to use a computer. Must be able to communicate both verbally and in written form. Must be able to obtain a government security clearance. Must be eligible to work in the United States. Must have reliable internet service that allows for effective telecommuting. Desired / Preferred Qualifications:
Experience supporting Department of Veterans Affairs (VA) and/or other federal organizations. Experience with Agile methodology and processes and Scrum approach, Certified Scrum Master a plus. PMP Certification Successful B3 Group employees will display the following characteristics:
