B3 Group Inc. is looking for an eCPIC System Administrator to support the Department of Veterans Affairs in Washington DC. This position will be responsible for: providing operational and technical support associated with administering VAs instance of a Government-Owned Technology System (GOTS) capital planning/investment control system (eCPIC); generating/submitting key bi-annual deliverables [including support of the eCPIC or Office of Management and Budget (OMB) IT Dashboard (ITDB) Help Desks to resolve submission errors or system issues that require external resolution], and supporting the upcoming transition from eCPIC to a replacement capital planning/investment control system.
A B3 Sr. Analyst will have experience in the analysis of business and information environments, activities, and events. They will have deep knowledge of data analysis, trend finding, patterns, and be able to identify risks and offer solutions for improving processes that will improve overall project performance. The B3 Sr. Analyst will be able to recommend and implement improvements to the project and deliver substantial value to the B3 customers and team members. The Sr. Analyst will provide business development assistance as necessary to the Program Manager, will oversee a team of people, and provide coaching/mentoring to junior team members.

Qualifications

Key Responsibilities:
Communicate with the eCPIC PMO and Help Desk, per client guidance, to escalate technical problems related to VA's instance of eCPIC, or specific user concerns related to eCPIC (e.g. technical assistance using eCPIC functionality, resolving problems related to eCPIC operations, technical assistance with submission to the Federal ITDB, and infrastructure support). Manage eCPIC access control, per client guidance, to: create new users; revise user's rights/privileges; activate/de-activate user accounts; create user groups; revise user group rights/privileges; and lock/unlock user accounts. Build and edit custom eCPIC Data Exchange (EDX) templates and/or processes, per client guidance, using the eCPIC reporting module. Identify and then correct, prior to submission, any error messages, either Extensible Markup Language (XML) schema or business logic, generated by the 3 submission packages that would preclude successful submission to the Federal ITDB. Submit 3 submission packages to the Federal ITDB and provide a Screen Shot of Acceptance for each from the Federal ITDB. Provide support to the eCPIC or OMB ITDB Help Desks to resolve submission errors or any system issues that require external resolution, including: addressing any user questions regarding submission packages (such as issues concerning access) and systems operations. Individual user inquiries will be triaged by the eCPIC or OMB ITDB Help Desks, but this team member is expected to work directly with the eCPIC or OMB ITDB Help Desks to resolve all issues. In order to be successful in this position, we expect you to have the following knowledge, skills and abilities:
Bachelor's Degree in technical or business discipline required. (8 additional years of experience will be considered in lieu of degree). Must have at least 5 years of relevant experience as a System Administrator experience with eCPIC. Experience with the full Microsoft Office Suite. Excellent writing, and oral communications skills and presentation skills. Demonstrates attention to detail, strong organizational skills, and ability to multitask. Ability to research and resolve problems efficiently and accurately. Strong customer service skills with the ability to collaborate within a cross-functional team. Ability to interact professionally and productively with government officials. Must be able to use a computer. Must be able to communicate both verbally and in written form. Must be able to obtain a government security clearance. Must be eligible to work in the United States. Must have reliable internet service that allows for effective telecommuting. Desired/Preferred Experience:
Experience supporting Federal clients and/or experience supporting Department of Veterans Affairs. Experience working in an Agile environment preferred. Successful B3 Group employees will display the following characteristics:
