Job Description:

We are currently seeking a Proposal Manager who will lead the Proposal and Business Development functions in a highly networked role that requires an ability to work under pressure and meet challenging deadlines. This role will report to the President, and is located in Mclean, VA.
Candidates must have significant Federal Government proposal experience, and will have a proven ability in planning, producing, and delivering compliant proposals within a vibrant Government Contracting environment. The Proposal Lead/Manager will be experienced in scheduling and running proposal kick-off meetings, leading storyboarding sessions, facilitating key review meetings/final document reviews, coordinating proposal governance/sign-off, producing documents, and delivering completed proposals. The ideal candidate must have excellent interpersonal skills, be able to work well with all levels of the organization, be detail-oriented, and be proficient in both Microsoft Office products and Adobe Acrobat

Responsibilities
Deliver compliant, professionally produced proposals within customer-defined timeframes
Coordinate proposal process, following standard procedures, including planning, review, and production of statements of qualifications and proposals
Prepare presentations, organize/update a database of project information, and coordinate meetings
Assemble a proposal team with the relevant service/product/business knowledge required to win
Introduce and implement all necessary proposal procedures and processes
Gather and research information to include in proposals, including resumes and project summaries
Coordinate and review/edit proposal input from a variety of stakeholders, typically involving contributions from organizational leadership, subject matter experts, and teaming partners
Ability to coach and develop proposal team and contributors to the proposal process in persuasive writing
Verify that complex technical solutions, strategies, and themes are easily understandable, readable, and compelling
Provide final quality control check, including proofreading for grammar and RFP compliance and conformance to established strategies and plans
Identify new business opportunities through daily database searches
Help coordinate and develop teaming partners
Update leads, resumes, project descriptions, and text libraries in appropriate database
Ability to collaborate with Project Executives, Project Managers and relevant consultants in the proposal preparation process
Conduct client development research. Lead or co-lead client development teams
Coordinate with technical staff to develop, research, track, and follow-up on leads
Create graphics/diagrams as needed to support technical writing
Participate in strategic planning that includes evaluating marketing
Attend industry functions to generate new leads and gain market intelligence
Research customer concerns and identify competitors
Establish contacts within and knowledge of Program Management, Energy, Intelligence, Acquisition and Cost, Data analysis and other industries.

Qualifications
Bachelor's degree in a related field (business, marketing, etc.) preferred, but other degrees such as Communications, Journalism, and English are acceptable
7+ years of experience in a proposal development role for Federal Government contracting
A strong knowledge of the Federal proposal process is required
Experience with marketing professional services and familiarity with Federal Government industry terms, contracts, deliverables, and processes is required
Proven ability in planning, producing, and delivering compliant proposals within a complex business environment
Must be a self-starter with the ability to manage multiple priorities/tasks and possess strong organizational skills
Knowledge and experience with office procedures, systems, and protocols required
The ideal candidate must have excellent interpersonal skills and be able to work well with all levels of the organization
Must be able to independently manage a challenging workload when faced with unexpected changes in priorities and deadlines
Advanced user in Microsoft Office Suite (Word, Excel, PowerPoint, Publisher) and Adobe Acrobat
Adobe Creative Suite experience, including Photoshop and Illustrator, is a plus
Ability to design and develop graphics
Strong time management/prioritization skills
Strong understanding of marketing principles
Strong English language skills and excellent attention to detail
Strong and effective communication, writing, and computer skills are essential
