Duties

This position is located in the Office of Nuclear Regulatory Research (RES), Division of Risk Analysis (DRA), Human Factors and Reliability Branch (HFRB) Rockville, MD.
Note: This job is open to: Current NRC employees on a permanent appointment or NRC competitive TERM appointment; permanent Federal employees who have completed a probationary period and reinstatement eligibles in the Washington, DC commuting area; applicants under the Schedule A Appointment Authority and veterans who are preference eligibles or who have been separated from the Armed forces under honorable conditions after 3 years or more of continuous active service in the Washington, DC commuting area may apply.

As a Human and Organizational Factors Analyst, you will develop and promote an innovation program that drives organizational change. You will function as the agency lead for building acceptance strategies, sustainability plans and outcome measures for programs, initiatives, projects and services to improve program performance. You will serve as a liaison between senior management, subject matter experts, external partners, external agencies and businesses leading innovative initiatives. The successful candidate will perform the full range of duties.

Such duties include but are not limited to:

1. Manages and curates the NRC’s innovation program to identify specific opportunities and general themes for further exploration and development.
2. Manages a technology platform that enables the collection, display and management of innovation across the agency.
3. Coordinates research and insights from internal and external resources to improve the NRC’s innovation program and prioritize focus areas.
4. Facilitates the innovation process from idea creation to implementation.
5. Develops and implements a communication strategy to update the NRC staff on the agency’s innovation program.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (13) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience that demonstrates a knowledge of organizational factors and/or organizational change management.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge of the principles, theories, and practices in the fields of organizational factors and/or organizational change management. Examples may include training and experience that demonstrates your knowledge of organizational factors and/or change management and your use of scientific or proven approaches to accomplish organizational change.
2. Demonstrated ability to lead interdisciplinary teams and perform project management activities. Examples may include experience that demonstrates your ability to coordinate, lead, and manage the activities of interdisciplinary projects and programs within schedule and resource limitations, and to establish effective interactions with individuals to accomplish common objectives and consolidate complex and assorted opinions. Examples include the scope and complexity or innovative nature of the projects and activities and the organizations with which you collaborated.
3. Demonstrated ability to clearly communicate with an organization’s staff and management, other government agencies, elected officials, the public, the press and/or industry groups on varied complex and sometimes controversial technical problems. Examples may include experience in creating innovative multi-media communications and engaging presentations and the various levels of individuals for which the communications were developed. Examples may also include where you have utilized skills in communicating complex technical and/or administrative issues to an organization’s staff and management, other government agencies, elected officials, the public, the press and/or industry groups and how your communications have played a role in the understanding or resolution of issues. Examples include the types of communication products you have had primary responsibility for preparing.

Education

Qualifications for 0180 Series:
Basic Requirements:
Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
• Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
• Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
