Duties

This position is located in the Office of Nuclear Regulatory Research (RES), Program Management, Policy Development and Analysis Staff (PMDA), Financial & Performance Management Team (FPMT), Rockville, MD.

As a Program Analyst and Funds Certifying Official (FCO) in the FPMT, you will plan, analyze and execute budgeted resources for the effective and efficient operation of the Office's mission. You will be responsible for the development, coordination and implementation of Office activities pertaining to fiscal resource planning, allocation, reallocation and utilization.

Duties include but are not limited to:

1. Partners with managers and staff in assigned division to maintain and update execution plans to reflect emergent needs and latest priorities. Advises management on issues impacting budget execution and related objectives.
2. Uses data and reports from the Agency's Financial, Acquisition and Planning systems to ensure office funds are committed and obligated appropriately taking internal and external directives and guidance into account.
3. Leads budget execution processing in the areas of Information Technology and Travel ensuring special requirements in these two areas are considered and planned pro-actively and efficiently.
4. Integrates data from Financial, Acquisition and Planning Systems to provide drill down information necessary to identify and resolve emerging issues and to facilitate pro-active decision making and portfolio rebalancing as needed during the year of execution.
5. Provides support and training as needed to assist division staff and managers in the usage and interpretation of reports and dashboards.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (12) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE The ideal candidate will be able to demonstrate the following:
1. Demonstrated knowledge of and experience in program planning and budget execution. Examples include experience, training, and assignments which demonstrate your knowledge and ability to conduct program planning, prepare budget estimates, evaluate the use of resources against program plans, assess the status of financial and program performance, and how you have applied this knowledge and for what purposes.
2. Demonstrated skill in communicating and presenting information in a clear concise and logical manner, both orally and in writing. Examples include specific experience, training, and accomplishments which demonstrate communication skills and your ability to: use formal and informal networks to build support for programs; make presentations to senior and executive management; lead complex technical discussions and consolidate complex and diverse opinions into concise, balanced, and well-founded recommendations; and establish effective work relationships with subordinates, supervisors, management, peers, and/or government and industry officials to foster solutions to financial problems and issues. Examples may also include how you have established appropriate lead times to allow input from management and others in order to ensure that comments are resolved in a collaborative and constructive manner.
3. Demonstrated ability using data management and reporting tools and applications to facilitate decision-making with respect to financial and program performance.
4. Demonstrated ability to analyze and interpret financial and budget data. Examples may include development of spreadsheets and/or reports to reflect budget trends to facilitate management decision-making.

The U.S. Nuclear Regulatory Commission (NRC) is an independent agency that was established by the Energy Reorganization Act of 1974 and began operations in 1975.
