Senior Procurement Analysts and Acquisition Policy Consultants

Location:
Springfield, VA

Anticipated Position:
This job posting is in anticipation of multiple future opportunities that we believe will be coming available in support of both new and ongoing contracts with the Federal Government.

Clearance Required:
• TOP SECRET - Only fully adjudicated clearances are acceptable. Interim clearances will not be accepted.

Description:
BVTI is seeking to identify Senior Procurement Analysts and Acquisition Policy Consultants to provide acquisition strategy, policy advising, and overarching acquisition support to Federal customers in the Intelligence Community. The ideal candidate will have extensive experience and expert knowledge in all aspects of the acquisition process, and provide advisory support for source selections, be able to multi-task and assist with strategic level issues, acquisition planning, formulating negotiation strategies, analyze cost and price data, provide pre- and post-award mentoring support to Federal customers and contracting staff.

Duties and Responsibilities:
• Provide cradle-to-grave acquisition support and procurement reviews.
• Possess ability to assist with policy and strategic level issues, acquisition planning, formulate negotiation strategies, develop negotiation objectives, negotiate various types of contracts, and analyze cost and pricing data.
• Update procurement policy documents and develop source selection documentation.
• Provide advisory and mentoring assistance with all types of contracts and procurement requirements.

Required Knowledge and Skills:
• Extensive and highly specialized acquisition policy and contracting support, with documented experience providing advisory services to senior acquisition staff
• Former contract warrant experience in either the Intelligence Community (IC) or Department of Defense (DoD).
• Expert knowledge of Federal Acquisition Regulation (FAR) and DoD Federal Acquisition Regulation Supplement (DFARS).
• Firsthand operational experience in a wide range of contracting methodologies.
• Proficient in preparing all types of pre- and post-award documentation.
• Effective oral and written communication skills.
• Proficient in Microsoft Office with a focus in Word, Excel, PowerPoint and SharePoint.

Required Education and Experience:
• 10+ years of experience in contracting and procurement policy.
• DAWIA Level III certification in Contracting or FAC-C Level III certification preferred.
• Prior consulting or federal government acquisition experience at (GS 15 level preferred).
