This position may be eligible for telework/alternative duty location. The duty location will be negotiated after a selection has been made and is subject to final the selecting official's approval. The reflected salary on the announcement does not include locality pay. Salary will be adjusted in accordance with the locality pay of the final approved duty location selected.
This position is located within Human Capital, Recruitment and Hiring Directorate, Headquarters Hiring Operations Division. The Headquarters Hiring Operations Division is responsible for providing advisory and consultative services to all Headquarters level program offices within the Transportation Security Administration for the recruitment and hiring of federal employees. The Division performs full cycle federal recruitment and hiring operations within the TSA Headquarters. If selected for this position, you will serve as a Lead Human Resources Specialist. Duties include, but are not limited to:
Serves as a Lead Human Resources Specialist providing recruitment and hiring technical guidance to other HR Specialists and HR Assistants. Articulates team goals and objectives to team members and assists in organizing and accomplishing work assignments. Supports the development of less senior HR Specialists and HR Assistants and performs secondary reviews of complex recruitment cases. Leads special projects and conducts comprehensive studies with significant impact on human capital recruitment operations. Participates in human capital workgroups and testing efforts for new HR information systems. Interacts with federal contractors within Human Capital that support the affairs of the Headquarters Hiring Operations Division. Advises hiring managers on recruitment strategies and recommends alternative solutions to recruitment and hiring activities and programs. Works collaboratively with hiring managers to establish relevant job analyses and applicant assessment evaluation tools. Prepares reports, maintains records, and provides workload assignment updates to the Branch Chief to ensure customer needs are met and that performance objectives are met within the Division.
**** It is anticipated that all TSA Headquarters personnel within the Washington, DC metropolitan area will begin relocating to Springfield, Virginia beginning Summer 2020. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Advising stakeholders on federal HR laws, policies and procedures directly related to recruitment and hiring authorities, hiring flexibilities, staffing and placement programs, and recruitment and examining requirements. Managing at least one recruitment related program and/or recruitment related initiative within a federal agency; and Performing recruitment and hiring functions such as drafting announcements, reviewing qualifications, issues referral certificates and setting pay; and Developing and/or maintaining federal human capital reports.
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
