Financial Tech - Mid Level
POSITION DESCRIPTION
Mid-Level Finance Technician shall provide financial management services: specialized fiscal record keeping, maintenance, verification, and support functions processing travel vouchers, vendor pay, budgets planning and management, balancing financial matters across the Finance Division. Finance support and direction to both military and civilian personnel processing payments and orders, applying fundamental knowledge of accounting computer systems and database management.
DUTIES AND RESPONSIBILITIES
• Independently navigate and implement DoD financial and travel policies and regulations, with strict adherence to the Travel Standard Operating Procedures - travel voucher reviews with accuracy in accordance with timeline standards.
• Train other personnel assigned to perform travel functions and recommend processes improvements and best practices to enhance operational readiness.
• Provide accurate, clear, concise and well-organized technical assistance via phone, email and face-to-face.
• Assist in preparations for inspections, operational reviews, and audits.
• Perform business due diligence and financial analysis on designated commercial companies, public and private, to determine fiscal health and market position.
• Assist with developing fiscal planning, records, reports, and spend plans.
• Build leadership briefs, create talking points, and brief senior leaders to present program resources and provide viable solutions to address problems/concerns.
• Assist with planning and developing funding strategies and monitor execution of cost supporting complex program requirements.
• Assist with developing, processing, reviewing and monitoring Interagency Service Support Agreements.
• Perform data entry of financial information.
MINIMUM QUALIFICATIONS
• Active TOP-SECRET Clearance, SCI Eligible, CI Poly.
• Associate's degree plus 3 years' related financial and accounting experience, and 2 years' experience working in a government/military environment, utilizing US Government travel/pay systems, DoD Financial Management Regulations and the Joint Travel Regulation.
• 8 years' experience working in a government/military environment with 4 years utilizing US Government travel/pay systems may be substituted for an Associate's degree.
DESIRED QUALIFICATIONS
• High level of skill in oral and written communication. Personnel shall be capable of communicating effectively verbally and writing clear and concise products while ensuring the preservation of sensitive matters under discussion.
• Ability to research information, analyze data, interpret regulations and policies, seek advice and draw logical conclusions.
• Strong experience with the Federal Travel Regulation and familiarity with travel forms such as DD 1351-2, DD 1610, DD1614, DD 2912 and OF 1164 highly desirable.
